Join mission-driven teams in the Minnesota Department of Health’s (MDH) Office of African American Health (OAAH) and the Office of Diversity, Inclusion, Belonging, and Equity Strategy (ODIBES) to contribute to protecting, maintaining, and improving the health of all Minnesotans. The Budget and Contracts Coordinator provides strategic coordination for budgeting and contracting functions within the OAAH and ODIBES. This position is responsible for managing complex financial and contractual activities, including budget development and management, expenditure forecasting, grant tracking, contract development and monitoring, procurement planning, and grant-related fiscal compliance.
Serving as a key advisor to division leadership, the incumbent will integrate financial and contractual planning to ensure responsible stewardship of public funds and alignment with state and federal requirements. This includes analyzing and synthesizing budget and contract data, developing fiscal and procurement strategies, supporting internal controls, and ensuring timely and compliant execution of contracts, grants, and interagency agreements.
The coordinator will work collaboratively across program and administrative teams within the Health Equity Bureau (HEB) to strengthen fiscal accountability, improve efficiency, and support equity-centered procurement practices. The position requires advanced knowledge of state financial and contracting systems, grant management processes, and state procurement policy to maintain the integrity and effectiveness of the division’s fiscal and operational functions.
Key responsibilities of the position include, but are not limited to:
• Oversee grant and contract coordination by working closely with OAAH and ODIBES leadership, Financial Management analysts, Grant Managers, and program staff to develop, monitor, and reconcile program budgets. Ensure funds are used effectively and equitably and that financial and contractual activities meet state and federal guidelines.
• Manage the full lifecycle of contracts and grants, including drafting, routing, compliance monitoring, invoice tracking, amendments, and closeout, ensuring that all procurement and fiscal processes adhere to Department of Administration (Admin) and Department of Health policies and procedures.
• Develop and maintain internal financial and contract management systems to support transparency, accountability, and efficiency in the administration of OAAH and ODIBES funds. Monitor internal controls to ensure timely payments, invoice accuracy, and compliance with all applicable state and federal regulations.
• Provide technical assistance and capacity building to OAAH and ODIBES partners, including internal staff and external grantees/contractors, by designing and delivering tools, trainings, and guidance related to fiscal management, contract compliance, and budgeting.
• Collaborate with program teams to assess fiscal and administrative needs of community-based organizations and provide responsive support to build their capacity to manage state funds effectively advancing MDH’s commitment to equitable resource distribution and partnership.
This position is eligible for hybrid telework to applicants who reside in Minnesota or in counties bordering Minnesota in Wisconsin, Iowa, North Dakota or South Dakota. Position locations will be determined by the top candidate and will be based out of one of the following MDH district office locations: St. Paul, St. Cloud, Duluth, Rochester, Mankato, Marshall, Bemidji, Fergus Falls. This position will have the option of teleworking; however, it will be based on the business needs of the unit and is at supervisory discretion.
Minimum Qualifications

Two (2) years or more of professional experience in financial management, budgeting, accounting, and/or contract/grant coordination in a government, nonprofit, or business environment.
Experience must include:
• Developing, analyzing, and monitoring budgets or financial plans
• Preparing, reviewing, and/or managing contracts, purchase orders, or grant agreements
• Applying state or federal fiscal policies, procedures, and/ regulatory requirements
Minimum Qualifications Assessed at Interview:
• Proficiency with Microsoft Office Suite (including Excel, Word, Outlook, and Teams), SharePoint, and/or financial management tools for budget tracking, data entry, and document collaboration.
• Strong written and verbal communication skills, including the ability to explain financial concepts to non-financial staff and community partners.
• Experience using SharePoint, Teams, Word, Outlook, and Adobe Acrobat Pro to collaborate across teams and manage documentation efficiently.
Degree Equivalencies:
A degree in public health, accounting, finance, or closely related field will substitute for experience as follows:
Associate Degree: Six (6) months
Bachelor’s Degree: One (1) year
Master’s Degree: Eighteen (18) months
Doctoral Degree: Two (2) years
Preferred Qualifications
• Advanced skills in financial analysis and data visualization using Microsoft Excel, including proficiency with PivotTables, PivotCharts, advanced formula functions, data visualization.
• Knowledge of state and federal government funding processes, including relevant fiscal policies, rules, and procedures—particularly those related to grants, contracts, and procurement within the Minnesota Department of Health or similar state agencies.
• Familiarity with public health systems, social determinants of health, and health equity principles, especially in relation to addressing racial and ethnic health disparities.
• Demonstrated ability to work effectively with diverse individuals and communities, including underrepresented and historically marginalized populations.
