If this sounds like you, the Montgomery County Department of Parks – Southern Parks Division is seeking a dynamic, experienced, and highly organized Budget Coordinator to lead the financial aspects of the division. Southern Parks Division meets both local and regional leisure needs by providing opportunities for a wide variety of outdoor recreational activities in the most densely populated areas of Montgomery County. The division manages over 200 parks, including Urban, Local, and Regional Parks. These parks include almost 200 playgrounds, 150 athletic fields, 60 miles of trails, and 50 picnic shelters. This division utilizes the skills of nearly 200 employees and 100 pieces of equipment to accomplish the Department's mission. Under the direction of the Division Chief, the selected candidate will oversee a wide range of budget, financial analysis, purchasing, and administrative functions for the division. This includes managing the preparation of the annual budget, monitoring and projecting expenditures, coordinating procurement actions, preparing purchase and contract documents, reviewing invoices, and ensuring compliance with the M-NCPPC policies. The role also supports the division through advanced administrative tasks, including scheduling, meeting coordination, asset tracking, data analysis, and process improvement initiatives. The individual will serve as a key resource across divisions and departments, facilitating communication and supporting staff training and travel processes. Success in this position requires strong financial management skills, strategic awareness, excellent communication, the ability to manage confidential information, and proficiency with Microsoft Office, enterprise systems, and specialized software. The ideal candidate will demonstrate strong organizational skills, collaborative leadership, creative problem-solving abilities, and the capacity to manage multiple priorities in a fast-paced environment. Budget, Financial Analysis, And Purchasing β€’ Manage the preparation of the divisional annual budget in coordination with the Division Chief, including data input, budget narrative, divisional organizational charts, salary projections, proposed work years, funding projections for non-personnel summary, and other related documents. β€’ Track and monitor divisional expenditures, ensuring spending remains within budgeted levels and working with Senior staff to resolve any discrepancies or problems. β€’ Prepare budget projections in coordination with the Chief and other divisional staff. β€’ Prepare purchase orders, check requests, purchase requisitions, contracts, and related correspondence as needed or requested by divisional personnel and in accordance with M-NCPPC policies. β€’ Coordinate and monitor contracts, review invoices, approve payments, verify the accuracy of billing, and ensure contractual requirements have been met. Coordinate with Accounts Payable staff to troubleshoot billing/payment issues. β€’ Manage various procurement actions for the Division, including issuing solicitations, assisting with evaluation of bids and proposals, preparing award recommendations and contract documents; provide guidance to Division staff on procurement-related matters. Administrative Support β€’ Utilizes a demonstrated high level of proficiency in Microsoft Outlook Calendar and Teams virtual meeting programs as the primary tool to manage meetings. Schedules meetings and trainings specific to budget and procurement as appropriate, or at the request of the Division Chief, utilizing the most effective methods to determine the required attendees, the availability of invitees, and reserve venues appropriate for the meeting. β€’ Serve as the divisional point of contact for the collection, disposal, tracking, and auditing of controlled and fixed assets. β€’ Assists the Division Chief and Division with special assignments that include data analysis, research for strategy and process improvements, and communications of special programs impacting Division operations. β€’ Facilitate and attend meetings across maintenance areas, program areas, divisions, and departments to improve financial system functionality and data input and analysis. β€’ Assists division employees in training registration, travel reimbursements, and ensures budgetary support for training. β€’ Process and update user access and signature approval authorization forms in accordance with staff duties and Commission policies. Proven organizational, coordination, and workload management skills and abilities. β€’ Demonstrates ability to work on multiple activities, meet tight deadlines, and creatively problem-solve by selecting, organizing, and logically processing relevant information to resolve a problem. β€’ Superb written, verbal, organizational, and interpersonal skills. Proficient in using a computer and up-to-date office software (MS Office, etc.), enterprise software, and specialized software for planning, scheduling, communicating, word processing, collecting, and reporting data, preparing presentations, researching, document control, and performing other computer functions for data management and retrieval. Preferred Qualifications β€’ A Bachelor’s Degree in Accounting, Business Management, Finance, or similar, and four (4) years of related experience as a budget analyst, financial analyst, or business accountant in a large organization. β€’ Must possess a valid Driver’s License and qualify to drive Commission vehicles to locations within Montgomery County. β€’ Ability to communicate in another language is a plus and preferred. Working Conditions Works in an office setting; may work outdoors briefly on an incidental basis. Work is primarily sedentary and requires very light to light physical effort. May be subject to various job demands such as high volume of work and tight deadlines. β€’ Bachelor’s Degree in Human Resource Management, Finance, Business or any related field. β€’ Two (2) years of progressively responsible experience in human resource management,finance or any other related field of business administration. β€’ An equivalent combination of education and experience may be substituted, which together total 6 years.
