About the Company We are seeking an experienced Senior Business Analyst to support a New York–based utility client. This role focuses on Digital Transformation and Business Process Reengineering (BPR), requiring strong analytical skills and the ability to bridge business needs with technical solutions. About the Role This role focuses on Digital Transformation and Business Process Reengineering (BPR), requiring strong analytical skills and the ability to bridge business needs with technical solutions. Responsibilities • Lead and support large-scale digital transformation initiatives • Analyze current business processes and design optimized future-state workflows • Develop business architecture artifacts (process models, capability models, value streams, organizational models) • Create process diagrams using BPMN, UML, and ArchiMate • Gather, analyze, and document business and functional requirements • Translate business needs into system and functional specifications • Act as a liaison between business stakeholders and IT teams • Identify opportunities to improve operational efficiency and service delivery • Conduct risk analysis, cost-benefit analysis, and ROI evaluations Qualifications • 8+ years of experience as a Business Analyst or Business Data Analyst • 8+ years of experience in Digital Transformation and BPR initiatives • Strong expertise in MITA (Medicaid Information Technology Architecture) and State Self-Assessment (SS-A) • Proficiency in BPMN, UML, and ArchiMate • Knowledge of Enterprise Architecture frameworks such as TOGAF • Strong analytical, problem-solving, and communication skills • Proven experience working with cross-functional teams • Bachelor’s degree in Business, IT, Computer Science, or related field Preferred Skills • 4+ years of experience in government or public sector projects • Certifications such as CBAP, TOGAF, BPMN, or Lean Six Sigma (Green/Black Belt) • Experience with Agile or SAFe methodologies • Familiarity with Texas HHS systems (Medicaid, SNAP, TANF, CHIP) Pay range and compensation package Only candidates currently based in Texas will be considered.
