Role description
Location: Hartford, CT (Hybrid) on-site Mondays and Wednesday
Duration: Long-term contract (with potential extension)
Key Responsibilities
β’ Lead business analysis efforts to gather, document, and validate requirements across business and technical stakeholders
β’ Develop comprehensive RFP documentation, including questionnaires and evaluation criteria, to support vendor procurement efforts
β’ Analyze existing systems and documentation to establish a baseline for replacement solutions
β’ Collaborate with internal teams, leadership, and external partners throughout the RFP lifecycleβfrom development through vendor selection
β’ Support application modernization initiatives, including upgrades to front-end, middle-tier, and backend technologies
β’ Manage or support Agile project delivery, including planning, tracking, and coordination of development efforts
β’ Create and maintain detailed documentation, including:
β’ Business Requirements Documents (BRDs)
β’ Requirements Traceability Matrices (RTMs)
β’ Gap analyses
β’ Use cases and workflow diagrams
β’ Facilitate communication between business units, developers, and stakeholders to ensure alignment and successful delivery
β’ Support testing activities, including test scenario development, UAT coordination, regression testing, and data validation
β’ Assist with vendor management and implementation efforts following RFP completion, if applicable
Required Qualifications
β’ Proven experience as a Business Analyst supporting software development projects
β’ Strong experience developing and managing RFP processes from start to finish
β’ Solid understanding of the Software Development Lifecycle (SDLC), including Agile methodologies
β’ Experience working with cross-functional stakeholders (business, technical, and executive teams)
β’ Strong documentation skills with experience creating BRDs, RTMs, workflows, and technical specifications
β’ Excellent written and verbal communication skills
β’ Ability to work independently and manage competing priorities in a deadline-driven environment
Preferred Qualifications
β’ Experience working with public sector agencies
β’ Experience supporting application modernization initiatives
β’ Familiarity with technologies such as .NET, Angular, Azure DevOps, or similar environments
β’ Experience with software procurement, vendor evaluation, and implementation oversight
β’ Background in healthcare or human services systems
