Role description
Role : Business Analyst Location: Henrico, VA (On-Site) Duration: 6 months Interview Process: Initial interview will be virtual Final round will require in-person interview The Virginia Department of Health Professionals (DHP) is currently using a COTS application called MLO, provided by System Automation (SA), which supports the majority of their internal processes. SA has announced that MLO will reach end-of-life within the next 2 years and is transitioning clients to their modern SaaS-based platform, Evoke, available through the state contract. Evoke is a low-code SaaS solution offering enhanced workflow capabilities that MLO does not support. DHP has already provided SA with sufficient details for a high-level migration estimate. The migration project is expected to be executed in two major phases: Phase 1: Lift & Shift • Move current MLO functionality onto Evoke. • Add enhancements only where practical. • Ensure no loss of existing capabilities. • Allow staff to continue performing existing tasks, even if processes look different in the new system. Phase 2: Enhancements • New features and improvements that were not included in Phase 1. • Since DHP currently does not have an internal Business Analyst, this role will be critical in documenting both the current state and future state processes, and assisting the Procurement team to ensure requirements are accurately captured in the SOW. Role Description • The Business Analyst will be responsible for: • Conducting project initiation and discovery to identify current and future state requirements. • Collaborating with business stakeholders and IT teams to gather and analyze functional and technical requirements. • Producing detailed Requirements Definition Documents within established timelines. • Ensuring all requirements are clear, concise, complete, and compliant with agency standards. • Documenting current business processes and mapping them to future system workflows. • Supporting development of processes, templates, and standardized documentation as directed by project leadership. • Facilitating meetings, capturing decisions, and maintaining traceability of requirements. • Assisting the Procurement team in converting requirements into a formal Statement of Work (SOW). Required Skills & Experience • Strong knowledge of COTS (Commercial Off-The-Shelf) applications and platforms. • Strong knowledge of SaaS and low-code platforms. • Extensive experience in: • Business analysis • Requirements gathering/documentation • SDLC methodologies • Agile environments • Proven ability to define and document complex user requirements from diverse stakeholders. • Strong experience documenting business processes and mapping workflows to new systems. • Experience facilitating meetings and clearly documenting outcomes and decisions. • Excellent written and verbal communication skills. • Ability to work effectively within a project team and contribute to a collaborative environment. Highly Desired • Experience migrating from COTS applications to Low-Code SaaS platforms. • Hands-on involvement in similar modernization or lift-and-shift migration projects. Nice to Have • Experience or knowledge of the VITA Procurement process or similar government procurement frameworks. • Understanding of VITA governance and agency interactions. • Familiarity with professional licensure workflows, particularly in medical or healthcare-related licensing.
