Business Analyst 3 (Vancouver, WA.)
Our client, a leading Pacific Northwest utility provider dedicated to public service and environmental stewardship, is seeking a Business Analyst to join their Vancouver, WA team. In this role, you will work closely with stakeholders to gather and analyze business requirements, document and improve processes, identify and evaluate solutions, and support asset management strategies. You’ll collaborate with the JI Enterprise Architect, Service Manager, and Asset Manager to advance Transmission Technology analysis, strategy, and development within a small, highly collaborative team.
This position is a one-year renewable contract that includes employee benefits!
Pay Rate: $57.00 – $61.00/hr. DOE.
Location: Vancouver, WA. (HYBRID, 3days per 2-week pay period onsite required)
Key Responsibilities
• Conduct interviews, workshops, and research to gather, validate, and document business requirements.
• Analyze, model, and map current and future state processes (both functional and technical).
• Translate high-level needs into actionable requirements; facilitate decision-making and resolve stakeholder conflicts.
• Evaluate solution alternatives and create documentation such as process flows, use cases, and user stories.
• Assist with related testing and quality assurance.
• Facilitate problem-solving and process improvement using tools such as Kanban or GE Workout.
• Assess organizational maturity, identify gaps, and recommend improvement roadmaps (e.g., ITIL, P3M3, CMMI).
• Conduct change impact analysis and recommend mitigation strategies.
• Lead initiatives to drive operational efficiency and alignment with strategic goals.
• Partner with SMEs and cross-functional teams for root cause analysis, lessons learned, and continuous improvement.
• Coordinate with program managers and control center SMEs to develop forecasts, business cases, and program reports.
• Support the development and refinement of asset management strategies, processes, and tools.
• Analyze workflows, roles, and data quality; manage Asset Suite data and related SharePoint resources.
• Conduct cost-benefit and lifecycle studies for repair vs. replacement decisions.
• Assist with asset management plans, budgets, and performance tracking.
Requirements
• Bachelor’s degree in a related field with 8+ years, Associate’s with 10+ years, or 12+ years of progressive business analysis experience in lieu of a degree.
• 8+ yrs: Business analysis, business systems analysis, process analysis, or change management.
• Demonstrated skills in process re-engineering, optimization, and change management methodologies.
• Strong understanding of how people navigate change and the organizational change process.
