About RT3 Business Solutions RT3 Business Solutions is a consulting and advisory firm specializing in audit, assurance, financial improvement, business process optimization, and internal control modernization across federal, state, and local government environments. We are seeking a highly capable Business Analyst to support a client engagement involving two major operational areas focused on unclaimed asset administration and regulatory enforcement/licensing. This role requires strong experience in business process analysis, documentation, SOP development, internal controls, workflow optimization, and continuous improvement. Job Summary The Business Analyst will serve as a key support resource for our client, executing continuous improvement efforts, documenting business processes, enhancing operational accuracy, and supporting workflow redesign across multiple tools and systems. The position requires handling confidential information and periodic onsite presence in Annapolis and Baltimore. Responsibilities Analyze and document existing business processes across two operational divisions. Develop comprehensive Standard Operating Procedures (SOPs), workflows, and training materials. Identify, assess, and recommend remediation strategies for internal control gaps. Lead and execute continuous improvement projects from assessment through close-out. Support development or enhancement of tools and workflows in environments such as: Excel, SharePoint, Power BI, ServiceNow, KAPS, Revenue Premier, and related applications. Conduct stakeholder interviews, process mapping, and documentation reviews. Perform quality assurance testing and support migration of processes into updated systems. Prepare project proposals with measurable objectives, progress updates, and close-out reports. Deliver at least two significant improvement projects per operational area (minimum of four total). Coordinate with client project managers, technical staff, and cross-functional stakeholders. Required Qualifications Bachelor’s degree in Business Administration, Information Systems, Management, or related field. 3+ years of experience in: Business process analysis SOP development Process improvement or reengineering Current CBAP, PMI-PBA, CAPM, or equivalent certification (required). Strong experience in technical writing, documentation, and performance metric development. Proficiency in: Excel SharePoint Power BI ServiceNow (or similar platforms) Strong verbal and written communication skills. Ability to work on-site in Annapolis and Baltimore as needed (hybrid schedule). Preferred Qualifications 3+ years of experience as a project manager, task lead, or lead analyst. Experience within government operations, compliance programs, licensing, audit, revenue administration, or financial services. Skills in dashboard development, workflow modeling, data visualization, or process optimization. Familiarity with IRS confidentiality rules or Publication 1075 requirements. Work Conditions Hybrid (telework plus required on-site days). Must pass a background investigation. Must comply with state and IRS confidentiality requirements. Schedule: 8:00 AM – 4:30 PM, Monday through Friday. Contract position: 1099, full-time (40 hours/week). Compensation Competitive hourly rate based on experience Estimated annualized equivalent range: $85,000 – $105,000 Paid biweekly (1099 Independent Contractor) Opportunities for contract extension and future engagements with RT3 Business Solutions.
