Job Title: Business Analyst – Data and Analytics (Remote, East Coast Only)
Duration: 6-Month Contract
Location: Fully Remote — Candidate must be based on the U.S. East Coast
Industry: Government (Experience Highly Preferred)
Overview:
We are seeking a Business Analyst to support Data and Analytics initiatives across the full solution lifecycle — from use case discovery through implementation and adoption. This role partners with business stakeholders and Data and Analytics teams to translate needs into functional requirements, drive solution design collaboration, and support delivery, adoption, and value tracking.
Key Responsibilities:
• Collaborate with business and Data and Analytics teams to identify data needs and define high-value use cases.
• Translate business needs into functional and non-functional requirements and detailed specifications.
• Lead requirements workshops, JAD sessions, and stakeholder meetings.
• Develop analysis artifacts including process maps, wireframes, business rules, data definitions, use cases, and traceability matrices.
• Support ideation and MVP development by helping define scope, benefits, costs, and potential data sources.
• Coordinate documentation, training, data literacy, and change management activities to support adoption.
• Track post-implementation adoption and value realization; document and share outcomes.
• Facilitate stakeholder alignment and negotiate requirements across multiple groups.
• Support business process redesign and data quality improvement efforts.
• Mentor Data and Analytics team members on business context and coach stakeholders on Data and Analytics practices.
Required Skills & Qualifications:
• Strong experience translating business needs into Data and Analytics requirements and specifications.
• Excellent stakeholder engagement and relationship management skills.
• Proven ability to facilitate workshops and requirements sessions.
• Strong written and verbal communication and presentation skills.
• Experience creating business analysis documentation and process flows (e.g., Visio).
• Ability to manage multiple initiatives simultaneously.
• Experience supporting complex business processes.
• Government sector experience highly preferred.
Preferred Qualifications:
• Experience in Data and Analytics, data governance, or data literacy initiatives.
• Business analysis certification (CBAP, PMI-PBA) and/or project management certification.
• Experience with business case development.
• Familiarity with UX/design practices.
• Background in environmental science, water quality, or related domains is a plus.
