Business Analyst – Data Governance (Remote)
Healthcare Payor | Cloud & Data Modernization

We're seeking a senior Business Analyst to lead data governance and management initiatives for US Healthcare Payer clients. You'll bridge business strategy and cloud data platforms — driving governance frameworks, modernization programs, and stakeholder outcomes on Azure and Microsoft Fabric.
You'll partner with business and technical teams to drive data governance initiative to enable data lifecycle maturity through cataloging, metadata management, data quality, stewardship processes, and governance workflow enablement.
What You'll Do
• Facilitate workshops, JAD sessions & client presentations
• Elicit & document requirements from healthcare payer stakeholders
• Support the execution of the enterprise Data Governance Framework, including policy adoption, standards rollout, and roles (Owner, Steward, Custodian) alignment.
• Define and document critical data elements (CDEs) and expected quality dimensions (accuracy, completeness, timeliness, uniqueness, validity).
• Conduct workshops with business to understand and document business definitions for critical data elements – to design a business glossary for the organization
• Curate metadata within the enterprise catalog (e.g., Microsoft Purview, OneLake Catalog), ensuring datasets include business context, owners, classifications, certifications, and lineage.
• Partner with technical teams to translate business rules into data quality checks and monitoring logic.
• Support data access governance by enabling entitlement workflows (e.g., OneLake request center → Purview policies → Fabric RLS/CLS).
• Ensure classified/sensitive data (PII, PHI, PCI, financial) follows regulatory controls and internal policy requirements (HIPAA, SOX, GDPR, privacy standards).
• Lead data migration analysis, mapping & validation activities
• Support Azure & Fabric data platform adoption and enablement
What You Bring
• 8–14 years in Business Analysis with data governance and/or data management focus
• Understanding of data governance tools, such as, Microsoft Purview (Azure Purview)
• Deep Healthcare Payer domain knowledge
• Working knowledge of Microsoft Fabric
• Familiarity with HIPAA, HL7, FHIR & EDI standards
Core Technologies
• Azure Data Lake, Azure Data Factory, Azure Synapse, Azure Databricks, Power BI AND Microsoft Fabric & Microsoft Purview (PREFERRED)
