We are recruiting on behalf of our client, The Florida Department of Transportation (FDOT). We are seeking experienced Business Analysts for the PALM Project, a large-scale modernization of the State of Florida's accounting and cash management systems. The position is full-time, onsite in Tallahassee, FL, with occasional flexibility for remote work at management discretion. The contract runs through June 30, 2026, with possible extension.
Reporting to: OIT PALM Team, 605 Suwannee St, Tallahassee, FL
Core Duties & Responsibilities
Research and understand FDOT business processes and inter-relationships.
Document and diagram business/system processes and dependencies.
Analyze impacts on agency business systems related to the PALM implementation.
Facilitate joint analysis workshops with various business units.
Gather and document business and technical requirements (user stories in Azure DevOps and other tools).
Manage backlog and work items in Azure DevOps.
Coordinate with Development and QA teams.
Develop test plans and test cases; coordinate and execute testing/quality assurance efforts.
Perform oversight reviews of deliverables for compliance with department standards.

Key Project Background
The FDOT PALM Project is a multi-year initiative to replace legacy systems (FLAIR) with a modern, standardized financial management solution. The Business Analyst will play a pivotal role in ensuring FDOT’s business processes and IT systems are prepared for the transition and aligned with state-wide requirements.
Requirements:
Education and Experience Requirements
Bachelor’s or Master’s degree in Business Administration, Communication, Information Systems, or related field (or equivalent experience).
Minimum 5 years of experience in business process analysis and systems analysis.
Preferred Experience:
Business Analyst for State Government projects implementing PeopleSoft Financials
Proficiency in:
Process mapping/modeling (e.g., Visio)
MS Office Suite (Excel, Word, PowerPoint)
Writing SQL queries and performing data analysis
Highly desired:
Experience with Microsoft DevOps and technical experience across IBM Mainframe, distributed, and cloud environments.
Familiarity with Florida Administrative Code,
Experience with data migration,
Experience with change/release management,
Experience with testing, and
Experience with quality assurance tools is also valued.
Preference for:
Agile project experience
Use of Azure DevOps to manage user requirements and backlogs
Business Analysis
Research, business analysis, as-is/to-be analysis, and process modeling.
CBAP or Scrum Master certification preferred.
Facilitation & Communication
Facilitate workshops and meetings with stakeholders.
Strong written and verbal communication skills.
Technical & Project Management
Knowledge of IT infrastructure and software development practices.
Understanding and application of Florida Project Management Rule 60GG-1 and PMBOK.
