About the Role
We are seeking a Business Analyst 2 to support a high-impact technology migration initiative within a Texas state agency environment. This role involves working closely with business stakeholders and technical teams to analyze legacy systems, map data, document requirements, and validate successful migration to modern platforms.
This is a hybrid role requiring onsite presence in Austin two days per week. Only candidates currently residing in the Austin area will be considered.
Key Responsibilities
• Gather, analyze, and document detailed business and technical requirements for system migration projects
• Document current-state (As-Is) and future-state (To-Be) business processes
• Perform data analysis using SQL to identify and map source-to-target data fields
• Conduct gap analysis between legacy and new systems
• Create Requirement Traceability Matrix (RTM) to ensure full lifecycle coverage
• Develop test cases and test scripts for web-based applications
• Validate batch jobs and web services to ensure data consistency and integrity
• Coordinate and support User Acceptance Testing (UAT)
• Facilitate stakeholder workshops and manage expectations
• Prepare solution options, risk assessments, and cost/benefit analysis
• Develop user guides, training materials, and functional documentation
Required Qualifications
• 7+ years of experience in requirements gathering and testing of web-based applications
• 5+ years of experience performing data analysis using SQL
• 5+ years of experience creating UI mockups
• 5+ years of experience developing Requirement Traceability Matrix (RTM)
• 5+ years of experience writing test cases and test scripts
• 5+ years of experience testing batch jobs and web services
• Strong understanding of business process reengineering and system modernization
• Experience documenting business rules and translating them into technical specifications
Preferred Qualifications
• Experience working in Agile development environments
• Experience supporting large-scale system migration or modernization projects
• Experience in public sector or healthcare environments
