Job Title: Business Analyst 3
Duration: 16 Months
Location: Carson City NV 89701 (40% onsite, 60% offsite.)
JOB DESCRIPTION
β’ Process Documentation, Analysis, and Improvement
β’ Evaluate existing related processes, business rules, and workflows for efficiency, accuracy, and compliance with Revised Statutes (NRS).
β’ Document processes, business rules, functionality, and procedures.
β’ Identify and address documentation gaps.
β’ Develop process maps, standard operating procedures (SOPs), and documentation for new processes as developed by leadership.
β’ Identify areas for improvement in election-related processes to improve compliance, efficiency, consistency, and clarity.
β’ Technical Support and Analysis
β’ Analyze and recommend resolution paths for technical support requests.
β’ Validate system functionality for compliance with policy and expected business rules and workflows.
β’ Assist with the development of user stories and requirements to inform the development of system enhancements.
β’ Document system processes and functionality to support Help Desk agents and Development and QA teams in addressing tickets.
β’ Data and Analytics (Preferred)
β’ Run queries and develop reports to enable insights into related data.
β’ Investigate and analyze large datasets for accuracy, consistency, and compliance
β’ Assist with the creation of business definitions for data elements in support of the creation of a data dictionary.
β’ Compliance & Quality Assurance
β’ Monitor quality control measures and support risk-limiting audits.
β’ Stakeholder Engagement
β’ Work with officials, vendors, and internal teams to gather feedback and ensure process consistency across jurisdictions.
β’ Work with the third-party vendors and the internal training team to develop training and support materials for staff and system users.
Minimum Qualifications:
β’ Bachelor's degree in public administration, political science, data science, business, or related field.
β’ 2+ years of experience in process analysis, operations, or technical support
β’ Strong analytical, organizational, and communication skills.
β’ Proficiency in Microsoft Office Suite; experience with process mapping tools(e.g., Visio, Lucid chart) is a plus.
β’ Familiarity with election systems, voter registration databases, or compliance frameworks is desirable.
Preferred Qualifications:
β’ Intermediate competency in SQL or comparable data and analytics skills.
β’ Lean Six Sigma or similar process improvement certification.
