Technical Business Analyst

Overview
The Technical Business Analyst will be responsible for producing precise, testable requirements and comprehensive Interface Specification Packs to support modernization efforts. This role bridges legacy mainframe logic with modern cloud-based microservices (AWS or Azure), ensuring that build, test, and cutover activities can proceed smoothly and without ambiguity.
Key Responsibilities
Interface Specification & Requirements Development
• Produce complete Interface Specification Packs, including:
• Connectivity details (ports, certificates, IPs, VPN, Private Endpoint/PrivateLink, API Management/Gateway configurations)
• Data contracts (field definitions, data types, sample payloads)
• Scheduling components (CA-7 to Control-M mappings; Event Grid/EventBridge triggers when applicable)
• Error-handling rules, security/PII-safe harbor guidelines, test snippets, and cutover procedures
• Write clear, testable functional and non-functional requirements with acceptance criteria.
• Maintain full end to end traceability from requirements → design → test → signoff.
Legacy-to-Cloud Mapping & Analysis
• Interpret COBOL copybooks, JCL, and IMS structures and map them to relational cloud database targets such as AWS RDS/Aurora, SQL Server, or Azure SQL.
• Define reconciliation logic, rules, and thresholds to ensure data integrity across systems.
Business Alignment & Governance
• Align business workflows with technical design, testing strategies, and cutover plans.
• Facilitate workshops, gather approvals, and secure business and partner signatures.
• Collaborate across integrated teams to ensure consistent and complete documentation.
Deliverables
• Requirements specifications, user stories, and acceptance criteria
• Signed Interface Specification Packs and updates to the Interface Register
• Business process flows and system context diagrams
• Test coverage and full traceability matrices
Minimum Qualifications (Must Haves)
• 6+ years experience as a Business Analyst or Technical Business Analyst on integrated system projects
• Ability to read and analyze COBOL copybooks, JCL, IMS and work with modern technologies such as .NET, REST APIs, and SQL
• Demonstrated experience producing interface specifications (data contracts, error handling, schedules, partner communication windows) with measurable acceptance criteria and traceability
• Experience supporting systems targeting AWS or Azure
Preferred Qualifications
• Experience in public sector, child support, or Health & Human Services modernization programs
• Familiarity with Control-M, Azure SQL, AWS RDS, and API Management/API Gateway tools
