Role description
Contract : 12 + months with extension
Work Location: Fully onsite until the candidate is eligible for telecommuting two days per week after 3 months and certain project milestones being met.
Candidate Location: Candidate MUST be a SC resident. No relocation allowed.
The South Carolina Department of Environmental Services (SCDES) is seeking an Advanced Business Analyst to support large-scale application migration and modernization initiatives within the Office of Technology.
Position OverviewFollowing Act 60 of 2023, technology services previously under DHEC are transitioning to SCDES. The Office of Technology supports over 1,200 users and 100+ applications, with ongoing migrations to the State Data Center (DTO) and commercial cloud environments.This role plays a critical part in ensuring applications are migration-ready while coordinating across business, technical, and vendor teams.

Key Responsibilities
Facilitate program area analysis and migration readiness
Serve as a liaison between business units, developers, vendors, and stakeholders
Lead and document meetings, requirements, and configuration artifacts
Develop and execute test plans, support training, and ensure user readiness
Analyze current and future-state processes to improve efficiency and reduce cost
Review migration tickets and system changes for technical accuracy
Support application modernization and post-migration enhancements
Participate in agency-level discussions supporting IT strategy and goals
Required Skills & Experience
5+ years as a Business Analyst on Government IT projects
5+ years gathering and documenting business rules, processes, and requirements
1+ year hands-on experience with the SDLC
1+ year experience working with SQL databases
Preferred Qualifications
IIBA certifications (CBAP or CCBA)
PMI-PBA certification
Experience using JIRA and Microsoft Office tools
Education
Bachelorβs degree in Computer Science or a related field
(Relevant experience may substitute on a year-for-year basis)
