Role description

We are currently seeking a Senior Business Analyst. Overview: Our client is seeking a Senior Business Analyst to support various upcoming projects such as HR1 Medicaid Community Engagement (MACE), HR1 non-MACE changes, as well as the Rural Health Transformation (RHT) project. This position will also provide general support in the day-to-day activities. We are looking for a self-motivated individual that will be able to work with minimal supervision. The selected individual must have strong technical writing skills. Experience working on the Design, Development, Implementation (DDI) of a major IT project and/or experience with the public assistance programs DES supports (Medicaid, SBM, SNAP, TANF, CCAP, or WIC) is preferred. Responsibilities: • Oversight of major system implementations like the WIC modernization, HR1 Medicaid Community Engagement Requirements, and the potential Generative AI and Worker Portal Modernization projects. This staff member would assist Division Management by attending meetings as needed and assisting with issues escalated by front-line OATS DES staff assigned to the projects. • Review and provide feedback related to legislative bills, Statements of Work (SOWs). • Assist with system vendor contract monitoring, ensuring Service Level Agreements (SLA) and Report Card items are met. • Monitor IEES Change Request by release and according to program funding. Data is compiled and used to help determine budgets for upcoming years (e.g. data is used in compiling Advance Planning Documents (APDs). • Liaison with the OATS Security team to research potential issues and respond to inquiries. • Generate monthly issuance reports - monthly issuance data for SNAP, SAFE, SEBT, TANF (KTAP, FAST, KWP) State Supplementation, CCAP, Medicaid and QHP/APTC. Data is used in yearly budget narrative and in annual APDs. Totals are tracked monthly, annually, by SFY and FFY. Data must be readily available. • Assist in validating data requests - OATS management performs a secondary validation of high-profile urgent data requests. This individual will assist in validating data before being provided to requestors. • Research inquiries, draft responses, track response reviews and coordinate with the Security and Compliance Team for the annual Auditor of Public Accounts (APA) IT Audit report. • Participate in and provide responses and coordinate with the Security and Compliance Team for federal audits (e.g. IRS audits, CMS audits). Required Qualifications: • The candidate must have either prior experience in providing business analysis on a large-scale IT system or prior experience determining eligibility or supporting administration for Medicaid, SBM, SNAP, TANF, CCAP, or WIC. • Bachelor's degree, or equivalent combination of recent, relevant work experience. • 3+ years working in a Business Analyst position or 3+ years strong background in public assistance program(s). • Experience defining business problems, gathering and documenting requirements, determining business solutions and verifying solutions meet requirements. • Ability to handle a heavy workload with general direction. • Must be self-motivated and able to work independently and in conjunction with team members. • Possess strong written and verbal communication skills. • Proficient problem-solving skills. • Must be adaptable to change in a fast-paced environment. • Strong understanding of SDLC methodology. • Relationship management and facilitation skills. • Strong decision-making ability. • Must be detail oriented. • Maintain confidentiality and exercising discretion is essential.
