Location: Richmond, VA (Hybrid / Onsite as required)
Duration: Contract / Contract-to-Hire

Job Description
The Business Analyst will work closely with business stakeholders, technical teams, and project managers to analyze business processes, gather requirements, and support the delivery of technology solutions for the Commonwealth of Virginia. The ideal candidate will have strong experience in public sector IT environments and a proven ability to translate business needs into clear functional and technical requirements.
Key Responsibilities
• Elicit, analyze, document, and validate business and functional requirements.
• Conduct stakeholder interviews, workshops, and requirement-gathering sessions.
• Develop business requirement documents (BRD), functional requirement documents (FRD), use cases, process flows, and data flow diagrams.
• Collaborate with technical teams to ensure accurate translation of requirements into system design and solutions.
• Support system testing, UAT, and defect tracking to ensure solutions meet business needs.
• Assist with change management, impact analysis, and process improvement initiatives.
• Act as a liaison between business users and IT teams throughout the project lifecycle.
• Ensure compliance with VITA standards, policies, and state regulations.
• Provide ongoing documentation, reporting, and status updates to project leadership.
Required Skills & Experience
• Proven experience as a Business Analyst in IT projects.
• Strong requirements gathering and documentation skills.
• Experience working with SDLC methodologies (Agile, Waterfall, or hybrid).
• Ability to communicate effectively with both technical and non-technical stakeholders.
• Experience with business process modeling and workflow analysis.
• Familiarity with public sector or state government IT environments preferred.
Preferred Qualifications
• Prior experience working with VITA or State of Virginia agencies.
• Experience supporting enterprise systems, applications, or data-driven projects.
• Knowledge of compliance, governance, and regulatory standards in government IT.
• CBAP, CCBA, PMI-PBA, or similar certification is a plus.
