Role: Business Analyst
Location: Remote onsite at least 1 day a month (Harrisburg, PA)
Contract
Position Overview:
The contractor will manage key components and initiatives that support IT systems, focusing on both existing platforms and the future system. Responsibilities include supporting subject matter experts, developing user requirements, reviewing project deliverables, and conducting user acceptance testing to ensure a smooth transition from legacy systems.
Duties:
β’ Plan, organize, prioritize, and manage multiple initiatives across the project team.
β’ Manage submission and tracking of system defects and change requests related to assigned system components.
β’ Oversee processes and timelines to meet program specifications and state or federal compliance requirements.
β’ Provide regular status reports for assigned projects and tasks.
β’ Manage work addressing data quality needs for program operations and federal compliance.
β’ Review user requirements/user stories and functional specifications for system development, enhancements, or configuration.
β’ Support user acceptance testing, system deployment, problem resolution, and end-user support.
β’ Ensure compliance with standards and procedures for assigned initiatives.
β’ Manage and track progress against project schedules and defined scopes.
β’ Anticipate, identify, and track issues, and escalate using appropriate channels.
β’ Build and maintain strong relationships with key stakeholders and customer representatives.
β’ Provide operational and technical support to end users for software applications.
β’ Investigate and resolve reported software and operational issues.
β’ Communicate effectively with customers and software/hardware suppliers.
β’ Establish and maintain effective working relationships with agencies, department staff, and contractors.
β’ Use Microsoft Office Suite (Excel, Word, PowerPoint, Access, Outlook) for documentation and communication.
β’ Use tools such as Team Foundation Server (TFS), Microsoft Azure, and Microsoft Test Manager (MTM).
β’ Conduct stakeholder meetings and follow-up sessions to understand business processes.
β’ Support the Data Management Section with tasks relevant to current initiatives.
β’ Use the Commonwealth Service Now system for incident and request tracking and processing.
β’ Lead or facilitate meetings and workgroups both in-person and virtually.
β’ Develop and present materials and presentations in-person and virtually.
β’ Draft responses to public, media, stakeholder, and federal inquiries as assigned.
β’ Collaborate effectively within a team environment.
β’ Travel as required.
Required Skills:
β’ 7 years of experience developing business, functional, and user requirements for IT systems.
β’ 7 years of experience with business analysis processes, principles, practices, and techniques.
β’ Excellent written and verbal communication skills.
β’ Must be fluent in English and able to be clearly understood over the phone.
Preferred Skills:
Experience performing similar work in the Child Welfare or other Human Services field.
IIBA (International Institute of Business Analysis) certification.
