Business Analyst – Systems Transformation-REMOTE
(Remote within Texas Candidate, In-person interview required)
This role will support a system transformation project, migrating existing workflows (Microsoft Forms, PowerAutomate, Excel, Power BI) to a new platform (Jotform).
The Business Analyst will lead requirements gathering, gap analysis, documentation, and testing efforts.
Responsibilities
Gather and document business and technical requirements
Conduct gap analysis and recommend solutions
Lead stakeholder meetings and requirement sessions
Collaborate with technical teams on implementation
Support testing, validation, and reporting requirements
Provide regular status updates to leadership
Skills Reqd
4–7 years of Business Analyst experience
Strong experience in:
Requirements gathering & documentation
Gap analysis (current vs. future state)
Testing / UAT support
Government experience is mandatory
Strong knowledge of SDLC and business analysis practices
Advanced skills in Microsoft Excel and data analysis
Excellent communication and stakeholder management skills
Preferred Skills
Experience with Power BI
Experience with Power Automate
Familiarity with Jotform

Techno-Functional Business Analyst (Payroll / HCM Systems)- Hybrid in NYC
Responsibilities
Analyze and document business requirements.
Author functional specifications, review functional specifications with business owners for approval, and review functional specifications with technical staff during transition to technical design and coding phases of the project.
Author technical specifications for interface and conversion software and review technical specifications with staff during the transition to technical design and coding phases of the project.
Construct additional reports as requested to supplement the predefined reporting capabilities of the Payroll module.
As needed, work with FISA-OPA report development staff to package and deploy supplemental reports into a catalog available to authorized users.
Investigate and resolve software issues and defects reported by business users and others.
Work with technical analysts to research problems to find and implement solutions.
Supplement the activities of the FISA-OPA Integrated System Test team as necessary.
The analyst will be expected to author test cases, execute test cases, and document the results.
Supplement the activities of the end users by coordinating end user acceptance test activities or performing user acceptance testing on their behalf, or both.
Run simulations of the business event processing to ensure that software modifications have not introduced errors into the processes.
Skills Reqd
Previous experience working with an enterprise wide, large-scale environment.
Experience Implementing Tax updates in a government or civil service environment.
Excellent understanding of systems development lifecycle methodologies.
Excellent communication (oral and written), interpersonal, and organizational skills
required.
Strong MS Office 2010 and later; including Visio, Excel, Project, and Access required.
Preferred Skills
Experience and knowledge of PMS and PPMS (payroll processes), CityTime (timekeeping) and CHRMS canned reports and Ad Hoc facility.
Extensive knowledge of Fair Labor and Standards Act (FLSA) Overtime processing rules.
Extensive knowledge of contractual overtime processing rules.
Experience with application configuration design and set-up.
Knowledge and experience in IBM Mainframe environments, QMF, SQL, MS SQL Server.
Understanding of relational databases (e.g. DB2).
Proficiency running back-end/database queries for data analysis (DB2 on Mainframe).
Clearly document and explain problems and to work with others to resolve software defects while ensuring technical compatibility and end user satisfaction.
Ability to demonstrate the ability to plan, manage time according to schedules, and status reporting.
Education
Bachelors or Master’s Degree in Computer Science, Engineering or in a Technical/Business Discipline is required.
