Job Description:
β’ The Worker will serve as a senior Business/Systems analyst gathering business and technical requirements, data requirements, business rules, acceptance criteria, including non-visualization business requirements, and then translating test plans, test scenarios and test cases for a full requirements traceability matrix.
β’ The worker will facilitate integration of technical data sources across the Health and Human Services (HHS) departments and agencies.
β’ This role empowers HHS staff effectively develop complex queries, often using AI prompting techniques access, synthesize, and report accurate data for official, agency reporting and strategic decision-making.
β’ The ideal candidate has strong analytical skills, a deep understanding of HHS programs and data, strong history of BI/DW development, and exceptional communication abilities bridge the gap between technical data systems and operational users in the emerging context of AI.
Key Responsibilities:
Requirements and Testing:
β’ Work with program areas and project sponsors gather business requirements and translate in technical specifications.
β’ Lead as Test Manager creating test plans and test cases that integrate from Agile sprint cycles, epics and stories, as well as Waterfall project plans and all project artifacts
β’ Translate complex data requests and operational requirements clear, actionable queries for AI against complex analytics data sources.
β’ Explain technical findings and data limitations in simple, non-technical language tend-users.
AI Prompting and Data Synthesis:
β’ Develop and refine effective AI prompts and query strategies retrieve and synthesize data accurately from complex datasets.
β’ Guide non-technical users in crafting precise prompts get the data they need, ensuring fidelity and accuracy.
β’ Develop a library of standardized prompts and query templates for common reporting needs.
Data Reporting and Visualization:
β’ Extract, integrate, and analyze data from multiple complex internal and external sources support HHS program needs.
β’ Collaborate with end-users and performance analysts or IT internal leaders create and validate reports, dashboards, and data visualizations for program monitoring and official reporting.
β’ Provide subject matter expertise on validating output from AI, particularly with respect identifying and mitigating hallucinations.
β’ Ensure all data outputs adhere agency reporting standards, data governance, and compliance regulations.
Data Literacy and Training:
β’ Champion data literacy across the organization by developing and conducting AI training sessions for non-technical staff.
β’ Create clear, comprehensive documentation and tutorials on using AI tools for data synthesis.
β’ Promote a data-driven culture by enabling and empowering all employees effectively utilize data and AI.
Collaboration and Problem-Solving:
β’ Work closely with data engineering, IT, and Program teams troubleshoot data-related issues and address inconsistencies and mitigation strategies.
β’ Provide expert guidance program staff on interpreting data trends and answering complex data questions.
β’ Stay updated on new AI and data analytics tools and techniques continuously improve data access, data quality and reporting.
Required Skills and Qualifications:
β’ 10+ Years Experience gathering business requirements and translating complex data requests and operational requirements in clear, actionable queries for complex analytics data sources
β’ 10+ Years Experience explaining technical findings and data limitations in simple, non-technical language tend-users.
β’ 10+ yearsβ Experience in a complex data analysis, senior business/systems analyst, and/or data liaison role.
β’ 10+ Years of Strong experience with SQL for data extraction and manipulation.
β’ 10+ Years of Experience collaborating with end-users and performance analysts or IT internal leaders create and validate reports, dashboards, and data visualizations for program monitoring and official reporting.
β’ 10+ Years of Excellent communication, presentation, and interpersonal skills.
β’ 10+ Years of Experience with data visualization tools such as Power BI and/or Tableau.
Preferred Skills and Qualifications:
β’ 5+ Years of Experience with Business Intelligence/Data Warehouse
β’ 5+ Years of Experience working in a health and human services or similarly regulated environment, with a strong understanding of program data and reporting requirements.
β’ 5+ Years of Experience with data governance and data quality principles
β’ 2+ Years of Experience championing data literacy across the organization by developing and conducting training sessions for non-technical staff.
β’ 2+ Years of Experience training and mentoring staff with varying levels of data literacy.
β’ 1+ Years of Experience with creating AI prompt catalogs using tools such as Streamlit with Python.
