Role description
Title: Business / Technical Analyst Location: New York, NY Work Mode: fully onsite to start, will transition to hybrid Interview Mode: In-person or virtual (must be available for in-person regardless) Pay Rate Range: $55.00 - $65.00 an hour Overview: The agency has two (2) vacancies for a Business and Technical Analyst. Under the direction of the client's project manager, with support as needed, this consultant will serve as a business and technical analyst in the HR Payroll group. The Business Analyst will support the Payroll (PMS) and W2 Amendment (W2AM) applications. Required Skills & Experience: β€’ Previous experience working with an enterprise wide, large-scale environment. β€’ Experience Implementing Tax updates in a government or civil service environment. β€’ Excellent understanding of systems development lifecycle methodologies. β€’ Excellent communication (oral and written), interpersonal, and organizational skills required. β€’ Strong MS Office 2010 and later; including Visio, Excel, Project, and Access required. Preferred Qualifications: β€’ Experience and knowledge of PMS and PPMS (payroll processes), NYCAPS (personnel), CityTime (timekeeping) and CHRMS canned reports and Ad Hoc facility. β€’ Extensive knowledge of Fair Labor and Standards Act (FLSA) Overtime processing rules. β€’ Extensive knowledge of contractual overtime processing rules. β€’ Experience with application configuration design and set-up. β€’ Knowledge and experience in IBM Mainframe environments, QMF, SQL, MS SQL Server. β€’ Understanding of relational databases (e.g. DB2). β€’ Proficiency running back-end/database queries for data analysis (DB2 on Mainframe). β€’ Clearly document and explain problems and to work with others to resolve software defects while ensuring technical compatibility and end user satisfaction. β€’ Ability to demonstrate the ability to plan, manage time according to schedules, and status reporting. The primary functions of the business analyst will be: β€’ Analyze and document business requirements. β€’ Author functional specifications, review functional specifications with business owners for approval, and review functional specifications with technical staff during transition to technical design and coding phases of the project. β€’ Author technical specifications for interface and conversion software and review technical specifications with staff during the transition to technical design and coding phases of the project. β€’ Construct additional reports as requested to supplement the predefined reporting capabilities of the Payroll module. As needed, work with FISA-OPA report development staff to package and deploy supplemental reports into a catalog available to authorized users. β€’ Investigate and resolve software issues and defects reported by business users and others. β€’ Work with technical analysts to research problems to find and implement solutions. β€’ Supplement the activities of the FISA-OPA Integrated System Test team as necessary. The analyst will be expected to author test cases, execute test cases, and document the results. β€’ Supplement the activities of the end users by coordinating end user acceptance test activities or performing user acceptance testing on their behalf, or both. β€’ Run simulations of the business event processing to ensure that software modifications have not introduced errors into the processes. Required Education: β€’ Bachelors or Master’s Degree in Computer Science, Engineering or in a Technical/Business Discipline is required.
