Job Title: System Software Programmer – Project Lead
Location: 400 Otarre Parkway, Cayce, SC 29033
Work Type: Hybrid (3 Days Onsite / 2 Days Remote)
Duration: 12 Months (Possible Extension)

Responsibilities
Participate in a team environment to support a remote workforce and the agency’s initiative for a paperless environment. The E-Forms Programmer will focus on developing and implementing fillable forms using OpenText LiquidOffice software, integrating them with agency systems for data collection.
This includes creating automated workflows to route and track approvals, enabling digital signatures, routing forms for review, collecting data, and improving efficiency and accuracy. Final E-Forms will be stored in the agency’s EDM system, OpenText ApplicationXtender. The role requires collaboration with IT Electronic Content Management (ECM) and application development teams to integrate enterprise applications with E-Forms solutions.
The agency supports four primary deputy areas with approximately 500 active forms used across programs.
Key Duties and Responsibilities
• Create and publish electronic forms to capture data and automate review, approval, and tracking using OpenText LiquidOffice
• Convert existing agency forms into E-Forms to support a remote workforce
• Connect form elements to agency systems to ensure data consistency and accuracy
• Integrate solutions with Microsoft Active Directory for user access and permissions
• Perform complex programming tasks including design, architecture, configuration, development, testing, and documentation
• Ensure maximum system uptime for critical components to support business continuity
• Diagnose, isolate, debug, and resolve technical issues
• Monitor system capacity and performance; execute disaster recovery procedures
• Provide Tier 2 technical support
• Support and back up the primary LiquidOffice system administrator
• Collaborate with application teams to modernize the Record Information Management System (RIMS)
• Follow IT development standards and security requirements
• Manage code using Tortoise SVN repository
• Ensure cross-browser compatibility (IE, Chrome, Firefox)
• Prepare and maintain system documentation for forms and imaging systems
• Collaborate on system design, enhancements, and remediation within the State IT Data Center environment
• Plan, organize, and execute project milestones to completion
• Recommend and assist in designing system architectures aligned with business objectives
• Provide regular updates to the project team
• Assist in developing policies and procedures aligned with cybersecurity and information risk management standards
