Client: State of FL - DOT Term: 1 year+ Work Environment: Onsite in Tallahassee, FL Summary: The State of Florida Department of Transportation is modernizing core financial systems impacted by the Florida Planning, Accounting, and Ledger Management (PALM) project, a multiyear initiative replacing the State’s accounting and cash management platforms, including Central, Payroll, and Departmental FLAIR. Over 100 computing assets within the Office of Work Program and Budget (OWPB)—interfaces, applications, databases, automated processes, and reporting tools—require remediation to align with PALM’s standardized business processes, updated Chart of Accounts, redesigned interfaces, and Information Warehouse reporting. The selected candidate will guide the PALM System Transition (FPST) by reviewing current processes, developing remediation strategies, reengineering data models, and ensuring integration with financial systems and cloud architecture. The role primarily focuses on analyzing and redesigning Work Program Datamart and General Ledger models while validating compatibility with PALM-provisioned data. Key Responsibilities: • Conduct impact assessments on data models, reporting, and applications affected by PALM changes. • Design scalable, future-ready data models incorporating new Chart of Accounts elements. • Evaluate and enhance ETL processes to improve data quality, automation, accuracy, and timeliness. • Establish best practices for data visualization and reporting. • Collaborate with development teams to deploy updated models and resolve integration issues. • Serve as a liaison between technical and business stakeholders and provide project updates. • Support cloud-first initiatives and drive continuous improvement in data architecture. Deliverables: Assessment reports, enhanced data models, ETL and data quality documentation, reporting guidelines, implementation plans, and stakeholder presentations. Requirements: • Bachelor’s degree (or equivalent experience). • 7+ years in large database environments and as a data architect/senior data analyst; 10+ years with DBMS and integration tools. • Expertise in data modeling, ETL, data governance, financial systems, and automation. • Experience with visualization tools (e.g., Power BI, Tableau) and cloud platforms such as Azure or Snowflake. • Strong analytical, communication, leadership, and stakeholder management skills. Preferred: Informatica or modern data integration platforms, strong business-to-technical translation skills, and experience working with complex financial data environments.
