Scope/Background:
β’ Vermont ANR is responsible for tracking and reporting progress toward the Stateβs climate action goals.
β’ The Climate Action Tracker (CAT) is intended to measure, analyze, and publicly communicate progress across a defined set of climate metrics.
β’ The solution will be hosted in the Stateβs Microsoft Azure environment and leverage Power BI Premium for analytics and visualization.
Project Overview:
β’ ANR is seeking a qualified vendor to design, build, and deliver the Climate Action Tracker, including data architecture, Azure-based data engineering, Power BI dashboard development, testing, accessibility validation, training, and handover.
β’ The solution will serve both State stakeholders and the public as a transparent reporting and education tool.
Type of Project:
β’ IT Consulting, Data Engineering, Analytics, and Business Intelligence Services engagement under the IT Consulting and Technical Services IDIQ.
β’ Fixed-price, deliverables-based project focused on Azure data architecture, Power BI analytics, governance, and State enablement.
Minimum Qualifications:
β’ Demonstrated experience delivering Azure-based data and analytics solutions.
β’ Strong experience with Power BI Premium.
β’ Experience designing data models with historical tracking.
β’ Experience working with public-sector stakeholders.
β’ Ability to deliver training and documentation enabling State staff self-sufficiency.
Preferred Qualifications:
β’ Prior State or government project experience.
β’ Familiarity with Vermont ADS standards or similar enterprise IT governance frameworks.
β’ Experience delivering public-facing reporting or transparency dashboards.
β’ Experience supporting accessibility standards (e.g., WCAG).

β’ The Data Architect / Technical Lead is responsible for defining the end-to-end technical architecture of the Climate Action Tracker within the Stateβs Microsoft Azure environment. This role ensures alignment with ADS standards and supports scalability and long-term maintainability.
Primary Responsibilities
β’ Design overall solution architecture and data flow
β’ Define data modeling standards and historical tracking approach
β’ Produce architecture and design documentation and presentations
β’ Ensure alignment with Vermont ADS reference architectures and standards
β’ Define integration and scalability strategies for current and future metrics
Expected Project Deliverables
β’ Architecture and data design documentation
β’ Data models supporting MVP and full metric sets
β’ Technical design presentations for stakeholder review
β’ Architecture decision records (as needed)
Experience Requirements
β’ Minimum of 10 years of experience in data architecture and system design
