Title: EMS Data Manager
Location: Providence, RI (Hybrid)
Duration: 6 months (possible extension)
Job Description:
• The emergency medical services (EMS) data manager is responsible for the oversight, management, analysis, and reporting of EMS data to support clinical quality improvement, regulatory compliance, system performance monitoring, and strategic planning. This position ensures accurate data collection and submission in accordance with state and national standards (including the National EMS Information System or NEMSIS), supports EMS agencies with data quality initiatives, and provides actionable analytics to improve patient care outcomes across RI EMS.
Duties and Responsibilities:
• Oversee collection, validation, and submission of EMS patient care data in compliance with Rhode Island and NEMSIS standards.
• Maintain data integrity, completeness, and security in accordance with HIPAA and other privacy regulations.
• Serve as the system administrator for the state EMS electronic patient care reporting system.
• Provide data-related continuous quality improvement feedback to Rhode Island licensed EMS agencies.
• Coordinate all NEMSIS updates with the Rhode Island EMS Information System vendor team and apply applicable updates to the RI EMS patient care report.
• Provide technical assistance to municipal agencies utilizing the Rhode Island EMS Information System.
• Assist with data collection, outcome tracking, and other grant reporting metrics as needed.
• Provide data visualization and presentation of analytical findings to stakeholders and partners.
• Participate in statewide and national EMS committees and stakeholder meetings (e.g., National Association of State EMS Officials Data Managers Council).
• Work collaboratively with the Center for EMS team, supporting all federal grant initiatives with data management and analysis.
• To do related work as required.
Required Skills/Knowledge:
• Knowledge of public health practice, community engagement principles, social and economic determinants of health, and principles of health and racial equity.
• Knowledge of and experience in public health programming and policy at the local and national levels in relation to data management.
• Ability to manage time and multiple simultaneous tasks effectively and meet multiple competing deadlines.
• Ability to work independently and as part of a team.
• Ability to establish and maintain effective working relationships with superiors, associates, subordinates, public groups, and private and public agencies.
• Demonstrated ability to work with people and groups from a wide variety of backgrounds and across differences in race, culture, nationality, age, gender, sexual orientation, values, beliefs, learning styles, and literacy levels.
• Proficiency with the Microsoft Office Suite.
• Strong verbal and written communication skills as well as public speaking skills.
Preferred Skills/knowledge (not required):
• EMS background or licensure as an EMS practitioner
• Familiarity with EMS-specific data systems such as ImageTrend LLC, Biospatial, NEMSIS, and NERIS.
Education:
• A master's degree in public health, health administration, mathematics, economics, information management, statistics, or a closely related field.
• A bachelor's degree in public health, health administration, mathematics, economics, information management, statistics, or a closely related field, and experience working in a data management or analyst position.
