Data Governance Manager

Project: Data Analyst IV Location: 100% Remote Duration: 6 months Contract Pay Rate: $65- $70/hour. on W-2 Note: This position is available to US citizens or Green Card holders who are eligible to work on a W-2 basis only. Job Description: Enterprise Data Steward Team: Data Governance Services Location: EST preferred, remote Chance of extension or conversion: based on performance and budget Certification Preferred: CDMP, CPA, CITP Overview We are seeking an experienced Enterprise Data Steward to join PayPal’s Enterprise Governance organization. In this role, you will guide and manage day-to-day data stewardship activities across business units, with a primary focus on Consumer and Merchant Data. You will work across multiple business functions, including Information Security and Privacy, to support PayPal’s enterprise-wide data governance, data quality, metadata, master data, and data architecture initiatives. Key Responsibilities Data Stewardship & Analysis • Document and analyze end-to-end data flows and traceability to assess the impact of enterprise data. • Partner with business units to capture and translate requirements and data mappings into actionable deliverables. • Clearly communicate success criteria to development and testing teams. • Serve as subject area steward for Consumer and Merchant Data. Governance & Program Support • Lead adoption of data management frameworks, processes, and tools (e.g., Collibra). • Integrate governance practices into PDLC, SDLC, architecture reviews, and risk control processes. • Drive accountability and ownership across functions by promoting enterprise data standards and practices. • Build governance artifacts, procedures, documentation, and training materials to scale stewardship. Measurement & Collaboration • Define and track KPIs/OKRs to measure progress toward governance and data management goals. • Support activities for Global Data Governance forums. • Work closely with technical and business stewards to assess feasibility, risks, and business impacts of data initiatives. • Foster strong relationships across teams through proactive communication and collaborative leadership. Required Qualifications • 8-10+ years of enterprise data experience with an understanding of data creation and consumption across the enterprise. • Solid knowledge of data management frameworks and experience with data governance tools (e.g., Collibra). • Experience with payments platforms, products, and industry processes. • Ability to read and interpret Entity Relationship (ER) and logical data models. • Strong MS Office and documentation skills. • Proven communication, collaboration, and stakeholder management skills across diverse teams. • Comfortable working in a fast-paced, results-oriented environment with a proactive, “can-do” mindset. • Ability to see the big picture across systems, data flows, and business processes. • BA/BS in Systems Analysis, Engineering, or related field. Preferred / Nice to Have • Experience with metadata platforms and/or data hub technologies. • Familiarity with data quality and integration tools. Top Skills (Stack-Ranked) 1.
