ROLE
We are seeking an experienced Database Administration & ETL (Extract, Transform, Load) Subject Matter Expert to support the Office of Inspector General (OIG) at the U.S. Department of Education headquarters in Washington, D.C. You will provide technical leadership in managing Oracle database environments, automating ETL processes, and maintaining the OIGβs Data Analytical System (ODAS). Your responsibilities will include designing and optimizing database architecture, executing secure and efficient data transfers, and supporting real-time operations that empower OIG audits and investigations.

RESPONSIBILITIES
I. Database Operations & Maintenance
Operate and maintain Oracle database systems supporting the Office of Inspector General (OIG)'s Data Analytical System (ODAS)
Perform Oracle performance tuning, statistics generation, and database optimization
Participate in Oracle software upgrades and patch deployments, including silent-mode installations
Monitor and report on database performance and user activity to support auditing needs
Develop and follow Standard Operating Procedures (SOPs) to ensure high system availability
II. ETL & Data Management
Manage daily Extract, Transform, Load (ETL) operations across Department of Education systems and ODAS
Automate recurring data loads and refreshes using scripted, hands-free processes
Integrate new data models and adjust existing workflows to meet evolving program needs
Ensure accuracy and completeness of loaded data through reconciliation processes
III. System Integration & Support
Configure and deploy Oracle Data Warehouse components, including Oracle Fusion Middleware and BI Publisher
Coordinate with OIG system administrators to support application deployments
Conduct Software Development Lifecycle (SDLC) tasks, such as business process analysis, documentation, and testing
Troubleshoot ODAS system issues in real time and support end-user inquiries
IV. Security & Compliance
Implement secure data transmission using Public Key Infrastructure (PKI), GNU Privacy Guard (GPG), Secure File Transfer Protocol (SFTP), and Virtual Private Network (VPN)
Configure Oracle security features including Transparent Data Encryption (TDE), Oracle Wallet, and Database Vault
Manage two-factor authentication using Oracle Access Manager (OAM) and Oracle Unified Directory (OUD)
Apply federal cybersecurity and information assurance best practices
V. Collaboration & Communication
Work closely with the Data and Analytics Service (DAS) team to align technical efforts with investigative goals
Provide guidance and technical support to junior staff members
Engage regularly with end users to support database access, reporting tools, and data availability
Participate in project planning meetings and contribute to documentation of technical deliverables
Draft technical content for monthly status reports submitted to OIG leadership
Contribute to documentation across all Software Development Lifecycle (SDLC) stages, including Functional Requirements Documents (FRDs)
REQUIRED KNOWLEDGE, SKILLS, & ABILITIES
Expertise in Oracle data loading tools, including SQL
β’ Loader and Data Pump
Ability to automate data loading using scripts on Windows and Linux platforms
Proficiency in Structured Query Language (SQL) for data querying and manipulation
Strong skills in Procedural Language/SQL (PL/SQL) for Oracle-based development
Experience using SQL
β’ Plus, TOAD, and Oracle Scripts for data and system management
Knowledge of relational database design principles and best practices
Ability to configure and administer Oracle and Microsoft SQL Server (MS SQL Server) environments
Advanced capability in Oracle performance tuning and SQL optimization
Skill in generating Oracle statistics to improve query execution and database performance
Ability to analyze system documentation such as Entity-Relationship (ER) diagrams and data dictionaries
Familiarity with record layouts, logic flow diagrams, and system modeling concepts
Proficiency in configuring Oracle Real Application Clusters (RAC) and Automatic Storage Management (ASM)
Working knowledge of Oracle Fusion Middleware components, including Oracle Access Manager (OAM), Oracle Unified Directory (OUD), and BI Publisher
Ability to securely transmit data using Public Key Infrastructure (PKI), GNU Privacy Guard (GPG), Secure File Transfer Protocol (SFTP), and Virtual Private Network (VPN) tools

REQUIRED EXPERIENCE
6 to 10 years of experience as a Subject Matter Expert in Database Administration and ETL with experience in Oracle data loading tools, including, but not limited to, SQL
β’ Loader and Data Pump, as well as Windows and Linux scripts for loading automation
Extensive knowledge and experience in SQL programming using query tools such as SQL Plus/Scripts, PL/SQL, and Toad
Experience supporting the Software Development Lifecycle (SDLC), including business process analysis, documentation, testing, and deployment
Experience performing version upgrades, patching, and silent-mode installations across Oracle platforms and middleware stacks
Experience with unstructured data systems and conducting feasibility studies involving big data or social media platforms
REQUIRED EDUCATION
Bachelorβs degree in computer science, Information Technology, or equivalent
