I. DESCRIPTION OF SERVICES
The Database Administrator 3 will be responsible for the design, development, maintenance, and performance optimization of complex database systems. Responsibilities include:
Creating production databases and monitoring performance through utility programs.
Directing programmers and analysts to implement system changes, reviewing/correcting programs, and resolving user queries.
Assessing database change impacts, staff cost implications, and leading performance tuning efforts.
Assisting with planning, development, maintenance, and monitoring of integrated database systems.
Evaluating user requests for new data elements/systems and ensuring consistency within shared environments.
Coordinating data usage to maintain integrity and reduce redundancy.
Performing data modeling, prototyping, and database schema design (logical & physical).
Implementing database search strategies, storage requirements, and recovery/security procedures.
Supporting installation of database software, disaster recovery procedures, and accessibility compliance (EIR standards).
Providing user support for database accessibility and data retrieval needs.
Additionally, we are seeking a Senior Database Developer with 10+ years of experience in Microsoft Access and cloud-native SQL to lead the migration of legacy Access databases into modern SQL platforms. The candidate will work closely with stakeholders to analyze data structures, design schema transformations, build ETL pipelines, validate migrations, and support seamless cut-over to modern environments.
II. CANDIDATE SKILLS AND QUALIFICATIONS
10+ years of experience designing, developing, and maintaining advanced MS Access databases (tables, queries, forms, reports).
10+ years of expertise in relational database design, normalization, ER modeling, schema refactoring, and migrating Access models to SQL.
Strong experience with Microsoft Access, including VBA for workflow automation and custom functionalities.
Proven experience migrating legacy databases to cloud SQL services (Azure SQL, PostgreSQL, AWS RDS).
8+ years of experience with ETL tools (SSIS, Azure Data Factory, AWS DMS, or equivalent).
Experience creating migration runbooks, data dictionaries, technical documentation, and conducting training/knowledge transfer sessions.
Proficiency with RDBMS admin tools such as TOAD, SSMS, or SQL Developer.
Experience configuring data integration and batch processing solutions in Azure Data Factory or SSIS; monitoring performance and optimizing queries.
Experience migrating data from legacy databases to new target databases.
Preferred: Hands-on experience with CI/CD, GitHub, JIRA.
Preferred: Experience with data visualization/reporting tools such as Power BI or Tableau.
Preferred: Familiarity with Agile Development Methodologies.
Preferred: Experience in healthcare or public health environments.
Preferred: Experience implementing Agile best practices for Texas State Agencies.
