About the Role
The Port of Los Angeles Information Technology Division is seeking an experienced Digital Twin Subject Matter Expert (SME) to support the procurement, implementation, and closeout phases of a major Digital Twin initiative. This role will guide the development of technical requirements, procurement documentation, phased implementation planning, and project execution activities. The position is primarily remote, with occasional on-site meetings in San Pedro, CA.
Responsibilities
Review and refine use cases and technical requirements
Develop implementation phase breakdowns and task-level deliverables
Contribute to procurement documentation, including scopes of work and evaluation criteria
Provide input and technical insight during RFP evaluation
Support implementation planning, execution, and performance tracking
Assist with vendor onboarding, coordination, and milestone management
Participate in working sessions with vendors and Port staff to align technical architectures
Oversee execution of defined implementation activities and provide issue-resolution guidance
Support development of data pipelines, dashboards, GIS layers, and other technical components
Recommend suitable technology stacks, integration strategies, and sequencing approaches
Validate that project deliverables meet documented requirements and perform as intended
Support project closeout, including deliverable validation and transition to operations
Attend internal planning sessions and workshops (on-site as required)
Ensure solutions align with existing Port systems, staffing, and resources
Minimum Qualifications
Proven experience leading Digital Twin implementations for public agencies or port environments
Strong knowledge of geospatial platforms (e.g., Esri)
Experience with enterprise systems such as SAP and Maximo
Background in IoT data ingestion and systems integration
Experience drafting technical requirements and RFP implementation strategies
Understanding of data governance, cloud architecture, and system security
Excellent written and verbal communication skills
Technical Skills

SAP / Maximo integration
IoT sensor data ingestion & edge computing
Cloud architecture (Azure, AWS)
