Role: Health Exchange Data Architect Location: Menands, New York Duration: 30 Months Job ID: SLG - 19 - 10983 Client: NY State - Department of Health Description New York State of Health (NYSoH) is New York's official health plan marketplace established by Executive Order No. 42. The temporary personnel services requested are needed to support the on-going operational activities for information technology systems consistent with enrollment goals and federal and state law and rules.The Software Architect will work closely with NYSOH program staff, vendors and other stakeholders to define requirements for the NYSOH and in Operations and Maintenance of the system. The Software Architect will apply a wide range of specialized knowledge, skills, tools, and techniques to elicit, analyze, communicate, and validate requirements for the NYSOH and to troubleshoot production issues. Duties • Provide regular status updates to upper management on various projects and keep them abreast of risk, issues and mitigation plans • Guide requirements gathering meetings to elicit functional and/or operational requirements to define system functionality and current operations • Coordinate and document resolution of requirements and technical design comments and gaps with business and vendor staff • Evaluate design, develop, test, and confirm that results are consistent with the system or business processes; • Analyze and revise flow charts, dashboards, process models and technical specs describing as-is or to-be IT systems or business processes • "In addition to core architectural responsibilities, the Software Architect will serve as a specialized IT professional responsible for managing, configuring, and maintaining the New York State of Health (NYSOH) Business Intelligence (BI) environment. • Task include but are not limited to: • Installation and Configuration • Security and Access Control • Performance Optimization • Content Management • Monitoring and Troubleshooting Mandatory Requirements • Experience (15+ Years) • Makes high-level design choices and dictates technical standards, including software coding standards, tools, and platforms. Designs multi-leveled architecture or component interactions of a large scale software system. Requirements • This is an 100% Onsite • Bachelor’s Degree in Information Technology or Computer Science. • 42 months of experience with developing reports specializing on Eligibility/Enrollment/Coverage data generated through NYS health exchange or other state-based or federal health exchange for Medicaid, CHP, and Essential Plan programs; NOT claims data. • 42 months of experience with NYS health exchange, or other State- based or Federal health exchange, with specific focus on eligibility determination rules and NYS Affordable Care Act (federal) rules, NOT claims data. • 42 months of experience in developing reports used for resolving data discrepancies between the NYS health exchange and other NYS state-based systems, including eMedNY, WMS, KIDS, and OTDA. • 42 months of experience designing and developing complex analytic/reporting systems for NYS Affordable Care Act (ACA), or other State-based or Federal health exchanges. • 84 months of experience with enterprise strategic BI DW Assessment that includes data interrogation/data profiling by writing complex PL/SQL procedures and SQL queries, and based on the assessment outcome, preparing Enterprise BI DW roadmap. • 84 months of experience with various reporting and data transformation tools by providing support to business community with various data requests and issue analysis. • Résumé • Copy of Candidate Identification (i.e., Driver’s License/Green Card/Visa and Passport if applicable) • Any documents referenced in the above Requested Qualifications (i.e., professional certifications, degrees, etc.)
