Job description: Title: GIS Specialist / GIS Analyst Location: San Ramon, CA (100% Remote – Quarterly onsite meetings required at Bishop Ranch) Duration: 14 Months Job Summary We are seeking a GIS Specialist/Analyst to support geospatial data management, change detection analysis, and GIS database maintenance for pipeline integrity and risk management programs. This role will focus on ortho photointerpretation, LiDAR analysis, building footprint review, GIS data quality control, and workflow development using ESRI ArcGIS technologies. The ideal candidate will have strong experience with ArcGIS Online (AGOL), LiDAR-derived datasets, geospatial database management, and GIS production workflows. Candidates should be comfortable working with large datasets, performing quality assurance reviews, and supporting process improvements related to structure identification and change detection. Key Responsibilities • Perform ortho photointerpretation and change detection analysis using LiDAR and orthophotography. • Review and classify building footprints and determine occupancy information using PG&E and public data sources. • Digitize, maintain, update, and quality-control GIS databases. • Reconcile and post edits to production geodatabases while resolving conflicts. • Develop workflow recommendations for structure identification and change detection processes. • Create process documentation, workflow diagrams, and user guides. • Support GIS database migration, data conversion, and data translation activities. • Perform QA/QC reviews and recommend process improvements. • Utilize ArcGIS Online (AGOL) and ESRI GIS tools to support geospatial analysis initiatives. Required Qualifications • 5+ years of GIS Analyst experience (1-2 years may be considered for trainable candidates). • Strong experience with ArcGIS Online (AGOL), ArcGIS Desktop, ArcInfo, and ArcSDE. • Experience performing ortho photointerpretation and LiDAR-based change detection. • Knowledge of GIS database management and relational databases. • Strong SQL skills with Microsoft SQL Server. • Experience with GIS data migration, digitization, and geospatial data maintenance. • Ability to perform GIS QA/QC and data validation. Preferred Qualifications • Experience supporting pipeline integrity, risk assessment, or utility GIS programs. • Experience with Class Location, HCA (High Consequence Area), and MCA analysis. • Knowledge of 49 CFR 192.5 and 192.903 regulations. • Experience with ArcObjects, VBA, or Python scripting. • Exposure to GIS application development using ASP.NET, C#, Silverlight, or Adobe Flex. • Experience working with structure occupancy datasets and public assembly location analysis.
