Role description
Title: Lead Business Analyst (Standard III)Location: Washington, DC,Michigan , NC , OH, Virginia Job Summary:The Business Analyst will support the implementation, scaling, and governance of the World Bank Group’s Business-Led IT (BLIT) initiative. The role will operationalize the BLIT operating model, support intake governance, enable business-led technology solutions, and ensure alignment with enterprise delivery, security, and architecture standards. Key Responsibilities: Implement and operationalize the 8-step BLIT Operating Model across Business, LoB, EA, OIS, and Shared Services. Facilitate intake, evaluation, and triage of BLIT requests (Innovation Sandbox, Self-Service, Purpose-Built pathways). Coordinate cross-functional collaboration across business units, EA, OIS, product, and platform teams. Support governance processes including EARB, security reviews, procurement, and tool onboarding. Develop and maintain BLIT documentation: guides, workflows, RACI matrices, standards, and knowledge materials. Conduct stakeholder interviews and document findings, challenges, and improvement opportunities. Create and manage operational knowledge assets in Confluence. Support evaluation and coordination of low-code/no-code tools such as Replit, Lovable, PowerApps, and ServiceNow App Engine. Assist with vendor coordination, EA reviews, security assessments, and POC demos. Ensure alignment with DevSecOps, CI/CD, and enterprise engineering standards. Ensure alignment of BLIT lifecycle with Agile and SAFe delivery practices. Participate in Agile ceremonies to validate and drive business readiness. Track BLIT pilots, delivery progress, and outcomes for leadership reporting. Support communications, change management, and BLIT Community of Practice activities. Required Skills & Qualifications: Master’s degree in Engineering or equivalent experience. 10+ years of experience leading full-stack development teams. SAFe Agilist Certification – Mandatory. PMP Certification – Mandatory. Cloud Certification (AWS or Azure) – Preferred. Strong hands-on experience with GitLab/GitHub, Bitbucket, Jenkins, CI/CD, DevSecOps, and PowerBI analytics. Experience supporting business-driven IT, product management, or enterprise business analysis. Knowledge of enterprise governance, security, architecture, intake, and cross-team workflows. Experience working with low-code/no-code solutions (PowerApps, ServiceNow App Engine, Replit, Lovable). Strong facilitation, communication, documentation, and stakeholder management skills. Ability to lead multiple parallel initiatives under governance constraints. Strong analytical and problem-solving capability. Deliverables: BLIT Community of Practice setup. Updated BLIT intake and prioritization process documentation. Stakeholder interview report and insights summary. POC tool findings and recommendations. SAFe-aligned BLIT lifecycle documentation.
