Summary of Position:
We are seeking a strategic, experienced, and collaborative Lead Business Analyst to guide the analysis, design, and optimization of business processes and systems. This role will lead a team of analysts, partner with stakeholders across departments, and ensure the successful delivery of solutions that align with organizational goals. The ideal candidate combines technical expertise, business acumen, and leadership skills to drive innovation and operational efficiency.
Essential Job Functions: (not limited to duties as described β performs related duties as requested)
β’ Lead and mentor a team of business analysts to ensure high-quality analysis and deliverables
β’ Oversee the requirements gathering process, including facilitating stakeholder meetings, documenting needs, and translating business objectives into functional specifications
β’ Analyze existing business processes and systems to identify improvement opportunities
β’ Serve as the primary liaison between business units, IT teams, and vendors to ensure alignment and solution success
β’ Drive the development of business cases, cost/benefit analyses, and feasibility studies
β’ Develop detailed documentation including business requirements, user stories, process maps, and data models
β’ Support project planning, change management, and testing (e.g., UAT), ensuring requirements are met and solutions are implemented smoothly
β’ Present findings and strategic recommendations to senior management and executives
β’ Maintain standards and best practices for business analysis across the organization
β’ Track project metrics and KPIs to measure the effectiveness of implemented solutions
Level of Supervision:
β’ Must be able to function independently
β’ Provide overview and general use training to all organization members and key leaders upon request

Education and Experience:
β’ Requires a bachelor's degree in computer science, Information Systems, or Business. Four years of related work experience may be substituted for the required education.
β’ Exceptional knowledge or understanding of the procurement business process.
β’ Exceptional knowledge or understanding in Project Management, Estimation, and Planning.
β’ Extensive knowledge or understanding in procurement field in the public and/or private sector.
β’ Extensive knowledge or understanding in implementing ERP solutions in the public and/or private sector.
β’ Extensive knowledge or understanding within the DoD.
β’ Extensive knowledge or understanding with IT systems functional analysis, requirements design, test development, and test execution.
β’ Knowledge or understanding of the General Fund Enterprise Business System (GFEBS).
β’ Demonstrated knowledge or understanding with the software development lifecycle.
β’ Strong written and oral communication skills.
β’ Experience in working both independently and with a team to solve problems.
β’ Self-starter with initiative and aptitude to quickly learn and put new skills to use.
β’ Experience working in one-on-one, small group, and large group settings.
Knowledge & Skills:
β’ Industry experience in technology, government, or enterprise operations
β’ Certifications such as CBAP, PMI-PBA, or Scrum Master
β’ Familiarity with enterprise systems (e.g., ERP, CRM, or custom applications)
β’ Experience with data analysis and visualization tools (e.g., Power BI, Tableau)
