End Client: State of North Carolina Job Title: Technical Specialist – Expert (Data Engineer) Duration: 12 Months Location: Hybrid, Century Center Building B, 1020 Birch Ridge Drive, 1521 Mail Service Center, Raleigh, NC 27610 Position Type: Contract Hours Per Week: 40 hrs Interview Type: Either Webcam Interview or In Person Department: North Carolina Department of Transportation (NCDOT) Notes: This is a hybrid position. The candidate could be required onsite 2–3 days per week. Scope of the Project: The Sr. Data Solutions Engineer role will aid in the development of a new cloud environment by assisting the NCDIT DMV Modernization Team with the design, management, and maintenance of data flow as it pertains to cloud technology. The role will also handle data analysis, profiling, cleansing, and governance to prepare for data conversion of the existing environment. The ideal candidate will design and maintain cloud data strategy, evaluate data structures, and ensure smooth integration of internal and external data sources. Responsibilities: • Lead design and implementation strategies for cloud data environments. • Evaluate and select appropriate data frameworks and establish standards for data conversion, mapping, and migration. • Design system integration including database permissions, keys, and authorized access. • Create data flow diagrams, logical and physical data models, and data dictionaries. • Maintain and enforce data governance, retention, and security standards. • Use data cleansing and governance tools to manage database functions and ensure data quality. • Deliver data integration solutions using current DB2 and future SQL Server systems. • Identify business process model impacts related to software development lifecycle. • Lead and mentor database programmers, ensuring performance, privacy, and technical knowledge transfer. • Coordinate with development, application, security, and infrastructure teams. Required Skills: • Database Design. Required 10 Years • SQL Server, DB2 experience. Required 10 Years • Database backup and table partition maintenance. Required 5 Years • Database Conversion, Cleansing, and Migration. Required 10 Years • Application development, support, or testing experience. Required 10 Years • Software development lifecycle methodologies. Required 10 Years • Ability to create and maintain documentation (requirements, design flows, systems flow). Required 10 Years • Leading or supervising an IT team. Required 5 Years • Clear written and verbal communication skills. Required 10 Years • Strong problem diagnosis and troubleshooting skills. Required 10 Years • Experience writing and executing test cases, leading technical training. Required 10 Years • BS/BA in Computer Science, IT, or equivalent (MS or MBA preferred). Required 5 Years • Must reside in North Carolina and be able to report onsite at short notice. Required • MS Azure or MS Cloud Certification. Highly Desired 2 Years • SQL Server SSIS management/framework. Highly Desired 2 Years • Parquet text maintenance knowledge.
