Lead Power Platform/Dynamics 365 Developer
Location: Richmond, VA (Hybrid) – Onsite requirement can be flexible depending on the candidate.

Brooksource is searching for a Lead Power Platform/Dynamics 365 Developer for one of their large public sector agency partners. The Lead Power Platform / Dynamics 365 Developer is responsible for designing, developing, and supporting enterprise solutions built on Microsoft Power Platform and Dynamics 365. This role leads the development lifecycle for applications while ensuring solutions align with the organization and overarching agency standards for security, governance, and performance. The position also mentors agency staff, collaborates with business stakeholders, and coordinates with stakeholders to ensure secure deployment and management of solutions in hosted environments.
Key Responsibilities
Power Platform & Dynamics 365 Development (60%)
• Design, develop, test, maintain, and document solutions built on Microsoft Power Platform and Dynamics 365.
• Deliver development and testing deliverables according to agreed specifications and timelines.
• Implement best practices for naming conventions, environment strategy, security configuration, and application lifecycle management.
• Ensure applications and integrations are secure, performant, and properly documented.
• Manage application promotion across development, testing, and production environments following change control procedures.
• Conduct comprehensive testing and document results.
• Produce technical documentation including architecture documentation and System Security Plans (SSP).
Mentorship & Technical Leadership (20%)
• Mentor DPOR IT staff and business users in developing Power Platform and Dynamics 365 solutions.
• Provide guidance on solution design, governance standards, and development best practices.
• Conduct training sessions and support staff adopting Power Platform technologies.
• Ensure solutions align with agency and VITA standards.
Business Collaboration & Documentation (10%)
• Collaborate with business stakeholders to gather and document functional and technical requirements.
• Translate business needs into scalable Power Platform and Dynamics 365 solutions.
• Develop user guides, operational support manuals, workflow diagrams, and training materials.
Minimum Qualifications
• Extensive experience developing solutions using Microsoft Power Platform and Dynamics 365.
• Strong hands-on experience with Power Apps (Canvas and Model-Driven), Dataverse, Power Automate, and Power Pages.
• Experience with Dynamics 365 applications or model-driven CRM solutions.
• Experience managing Power Platform solutions (managed/unmanaged), environment variables, and reusable components.
• Strong knowledge of solution architecture, data modeling, and performance optimization.
• Experience integrating Power Platform solutions using APIs, custom connectors, or Azure services.
• Experience configuring role-based security within Power Platform and Dynamics 365.
• Experience with data migration tools and integration strategies.
• Experience implementing CI/CD practices using Power Platform Pipelines or GitHub.
• Strong understanding of governance and security including DLP and least-privilege access.
• Experience working within Agile development environments.
• Strong communication, documentation, and mentoring skills.
Preferred Qualifications
• Experience working in Microsoft GCC environments.
• Experience supporting state or federal government agencies.
• Experience with C# development using Visual Studio.
• Experience creating UI customizations using HTML, CSS, or JavaScript.
• Knowledge of accessibility standards
