About the role Hunter Scouts is recruiting an experienced EDW Medicaid Subject Matter Expert/Analyst to support a large State of Illinois Medicaid Enterprise Data Warehouse implementation and ongoing operations. In this role you will guide business and technical teams on Medicaid and CHIP policy, claims adjudication, eligibility, provider enrollment and third-party liability to design solutions, validate proofs-of-concept, and produce actionable analytics (dashboards, interfaces, decision aids). This is a telecommute role with periodic onsite meetings in Springfield, IL (up to 25% travel). W2 engagement only.
Responsibilities
• Provide direction, guidance and recommendations for a large Medicaid EDW implementation and its operations
• Lead and advise internal and external stakeholders on Medicaid/CHIP processes including claims adjudication, recipient/provider eligibility and third-party liability
• Identify state Medicaid agency data needs and define recommended solutions with justification and validated proof-of-concepts
• Translate business needs into data requirements, interfaces, dashboards, visualizations, decision aids and business cases
• Direct cross-functional technical and business teams on appropriate use of healthcare data and domain standards
• Recommend process and system enhancements driven by Medicaid best practices, standards and policy
• Produce and manage delivery of analytics, value reporting and critical deliverables to stakeholders and clients
Requirements
• Located within driving distance (up to 3–5 hours) of Springfield, Illinois and able to travel to Springfield up to 25% for onsite meetings
• 7+ years of healthcare data analysis experience (including writing business requirements and performing user acceptance testing); 4+ years working directly with/for State Medicaid agencies; 2+ years on projects involving CMS federal reporting, quality measures, claims processing/adjudication, Medicaid eligibility, provider enrollment or third‑party liability
• Must be authorized to work in the U.S. without current or future employer sponsorship; available for W2 engagement (no C2C)
• Hands‑on understanding of fee‑for‑service and managed care claim/encounter adjudication processes from enrollment through funding/finance and experience with Medicaid Enterprise System (MES) modules (claims, eligibility, provider, TPL)
• Experience supporting enterprise data warehouses or decision support systems in healthcare and ability to present findings/recommendations to external clients/stakeholders
• Strong verbal and written communication, client-facing experience, team collaboration and mentoring skills
Preferred Skills
• Strong SQL skills and experience writing complex queries
• Experience with Teradata or equivalent RDBMS
• Familiarity with JIRA, Rally, Azure DevOps or equivalent ALM tools
• Prior experience on large-scale Medicaid implementation projects
• Experience building dashboards and data visualizations (BI tools)
• Background with CMS reporting and Medicaid quality measures
