Key Responsibilities with 3 to 5 years of experience: β€’ Data Analysis and Report Development β€’ Stakeholder Engagement and Requirements Gathering β€’ Regulatory Compliance & Policy Integration β€’ Documentation & Project Leadership Nice to have skills: β€’ Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective β€’ Experience with business analyst and testing industry standards, current and emerging technologies, business process mapping, and reengineering Key Responsibilities Data Analysis and Report Development β€’ Perform analysis, development, preparation, implementation, and evaluation of complex standard and ad hoc reports that support data collection, access, changes, retrieval and retention related to Medicaid and FoodShare programs β€’ Determine report specifications and assist in preparing necessary queries to obtain required data for reports to complete technical queries using SQL/SAS to extract and manipulate data from MES and IM databases. β€’ Perform rigorous testing and evaluation of report outputs to ensure accuracy and data integrity. Stakeholder Engagement & Requirements Gathering β€’ Collaborate with internal and external stakeholders, management staff, and other colleagues to define reporting requirements and refine system modifications. β€’ Translate complex policy language into user-friendly logic flows and technical specifications. β€’ Review design layouts and file structures, providing recommendations for resource allocation and optimization. Regulatory Compliance & Policy Integration β€’ Review and analyze changes in federal and state rules and regulations for impact on policy and processes, including system software support, especially those necessary for reporting. β€’ Implement necessary revisions to reporting frameworks to ensure 100% compliance with shifting regulations. β€’ Evaluate standard reports for cost improvements and operational efficiencies. Documentation & Project Leadership β€’ Prepare written comprehensive system and data requirements, flowcharts, and draft formal work directives for vendors. β€’ Develop end-user documentation, program manuals, and user guides to ensure seamless adoption of reporting tools. β€’ Lead small to medium-sized project teams through problem-solving and implementation phases. A wide degree of creativity and latitude is expected. β€’ Elicitation β€’ Efficiently and effectively divine business requirements from business area staff β€’ Documentation β€’ Use established business requirement templates β€’ Produce clear and concise requirements documentation β€’ Create traceability to RFP requirements β€’ Validation β€’ Effectively and efficiently review and validate documented business requirements with business area staff and owners β€’ Review, analyze, and evaluate business systems and user needs β€’ Testing β€’ Document clear test plans and create test cases that are traceable to business, functional, non-functional, and transition requirements β€’ Effectively and efficiently executes test plan and document test results β€’ Document defects and collaborates with other business analysts and developers to resolve and execute regression testing β€’ Facilitate review of test results with project stakeholders β€’ Data analytics skills and experience: β€’ Analyze and document the current state of existing data repositories and the associated data reporting environments β€’ Assess end-to-end data integration workflows and systems operational dependencies β€’ Create and maintain technical documentation such as data flows, interface control documents, entity relationship diagrams and data catalogs β€’ Assist in clearly defining the future state of enterprise data analytics capabilities β€’ Ability to grasp technical concepts (such as Data Warehouse, ETL, Transactional Batch Processing, Data Schemas, Secured Transport, etc.) and communicate to System Delivery Teams β€’ Gather and analyze end user requirements for new and existing data loads for the enterprise data warehouse β€’ Create technical specifications to load data from disparate source systems into the enterprise data warehouse for reporting and analysis β€’ Experience working in system environments with relational databases (either SAS, MySQL, Oracle, MS SQL, DB2, etc.) β€’ Knowledge of data reporting platforms (either MS SSRS, MS Access, SAS, etc.) β€’ Knowledge of data visualization tools (either SAS Visual Analytics, Power BI, Tableau, etc.) β€’ Industry skills and experience β€’ 3 to 5 years of experience performing a business analyst role supporting State Medicaid and MMIS, or similar health care business and system in one or more of the following functional areas: β€’ Provider management β€’ Member (recipient) eligibility and enrollment β€’ Claims and encounters β€’ Benefit plan administration β€’ Service authorization β€’ Financial services β€’ Decision support system/data warehouse β€’ Pharmacy benefit management β€’ Program integrity and utilization management β€’ Certified Business Analysis Professional (CABP) preferred
