Job Details: Position: Principal Software Engineer - Principal SE Software Engineer - OAS/Oracle BI Developer (DOE) Location: Aiken, SC, 29801 (Hybrid) Duration: 12+ Months contract with possible extension Duties Keeps assigned applications operational by testing product upgrades, providing customer support and problem-solving customer issues. Plans for information systems and services from a perspective of application design, development, installation, or database administration in accordance with DOE IT processes and procedures. Provides tactical design, engineering, technical specifications, project coordination, and configuration management for moderately complex IT solutions. Assists more senior technical personnel in performing related activities in moderately complex tasks. Work closely with the Software Professional Lead and the customer/owner to understanding and apply your knowledge of the functional and system requirements β€’ Maintain technical expertise in assigned emphasis areas and demonstrate flexibility in multiple disciplines β€’ Proactively communicate and coordinate with others across IT to provide support for assigned areas Perform other tasks associated with application development lifecycle, commercial off the shelf software support and database administration: β€’ Perform root cause analysis and outlines corrective action for complex problems β€’ Ensure continued service of customer applications through prompt correction of system or program malfunctions and applying a sense of urgency, commitment and focus on the right priorities β€’ Master software engineering tools such as configuration management systems, change management, vulnerability scanning, and debuggers in the software development process β€’ Guide personnel to ensure efficient utilization of resources and adherence to technical standards, lead the analysis and development of requirements, design specs, and final products by reviewing systems documentation, plans, and schedules produced by less experienced personnel β€’ Train less experienced personnel in the development of requirements, specifications, technical products and existing business processes β€’ Lead moderate sized initiatives and projects by establishing tasks, priorities, milestones, cost estimates, and schedules β€’ Conduct feasibility studies of automation opportunities and establish cost benefit parameters β€’ Develop test plans and execute these plans to ensure that the software is correct β€’ Participate in validation and efficiency reviews of completed program code β€’ Review policies and procedures for technical accuracy β€’ Participate in cross-functional IT teams β€’ Evaluate new requests, offer suggestions to improve, provide comments and estimates level of effort for moderately complex IT solutions β€’ Provide support for the software infrastructure associated with the system environments β€’ Maintain cyber posture and compliance required to maintain federal authority to operate β€’ Perform installations and upgrades to software and databases for maintaining vendor support and strategic agility β€’ Plan for future requirements of database systems, to include disaster recovery needs and storage requirements β€’ Protect operations by keeping information confidential. Education: Bachelor’s degree in an IT related discipline (e.g., Information Technology, Computer Technology. Software Engineering, Computer Science, Computer Engineering) with 7 years proven performance in related assignments; or Non-related Bachelor degree with 9 years proven performance in related assignment(s); or Associate Degree in IT related discipline (e.g. Information Technology, Computer Technology, Software Engineering, Computer Science, Computer Engineering) with 9 years proven performance in related assignment(s); or Non-related Associate Degree with 11 years proven performance in related assignment(s). In lieu of degree, a high school diploma with typically at least 13 years of equivalent knowledge and experience is acceptable. Top Skills & Years of Experience: - Demonstrates programming skills that include analyzing information, software design, requirements, testing, documentation, problem solving, debugging and software development fundamentals/methodology. - Required: Minimum of five years OAS backend development experience - Advanced knowledge of OAS and Oracle Database components. - Advanced experience with BI Data Modeling conducive to Star Schema Enterprise reporting models. - Advanced technical knowledge with BI Administration Tool. - Advanced experience in the application and use of metadata tools, security and user interface designs. - Manage repository layers for an integrated design and to meet specific business area needs - Demonstrates ability to utilize software engineering tools such as configuration management systems, change management, scanning, and debuggers in the software development process. - Candidate must demonstrate 15 or more years' experience in software engineering related positions, including a minimum of 10 years' experience on DOE projects - Demonstrates an applied understanding of computer languages, software development fundamentals/methodology and database infrastructure. Experience/Skills: β€’ Knowledge of the academic as well as the practical aspects of Software Engineering is required. Ongoing technical development in Software Engineering is required. β€’ Demonstrates an applied understanding of computer languages, software development fundamentals/methodology and database infrastructure. β€’ Demonstrates programming skills that include analyzing information, software design, requirements, testing, documentation, problem solving, debugging and software development fundamentals/methodology. β€’ Demonstrate proficiency and experience necessary to develop moderately complex software. β€’ Demonstrates ability to utilize software engineering tools such as configuration management systems, change management, scanning, and debuggers in the software development process. β€’ Ability to work with minimal direction and supervision to complete projects in a timely manner, make time for unplanned assignments and adapt to changing priorities. β€’ Understands and applies advanced knowledge of discipline's standard theories, concepts, principles and techniques; has working knowledge of standard software engineering practices and applications. β€’ Candidate must demonstrate 15 or more years’ experience in software engineering related positions, including a minimum of 10 years’ experience on DOE projects. β€’ Candidate must demonstrate experience participating in systems engineering teams, with responsibilities including software engineering and program development to support systems engineering initiatives. β€’ Candidate must be able to work independently and within a multi-discipline team. β€’ Prior DOE experience and working knowledge of DOE processes and procedures is preferred. β€’ Occasional travel is required. Area Security Access: Candidate must be able to obtain and maintain a DOE β€œQ” security clearance. An active DOE clearance is not initially required to perform assigned duties. After award, the selected candidate will be notified when to apply for a clearance based on specific work assignments. Preferred Qualifications Candidates who have possessed an active DOE clearance (L or Q) within the past two (2) years are preferred. Work Hours: A 40 hour work week is scheduled. DOE utilizes various work schedules including 5/8s (8 hour/day; five days per week), 4/10’s (10 hours/day; four days per week), and 9/80’s (9 hours/day, five days on week AA and four days on week BB. Work week excludes DOE holidays. Each workday has 30-minute lunch. Overtime will be expected at times to meet deliverables and will be utilized at the discretion of the Manager.
