Role description
JOB SUMMARY
The Oracle Cloud HCM BI, Reporting & Dashboard Analyst is responsible for the design, development, management, and support of enterprise reports and dashboards for Oracle Cloud Human Capital Management (HCM) applications, including Core HR, Payroll, Compensation, Oracle Recruiting Cloud (ORC), Benefits, Time & Labor and Absence Management.
This role designs and delivers operational, analytical, executive, and regulatory reports and dashboards using Oracle BI Publisher (BIP), Oracle Transactional Business Intelligence (OTBI), and Oracle Cloudβnative analytics tools. The analyst works closely with HR, Payroll, and leadership stakeholders to translate business needs into secure, accurate, and actionable reporting and visual dashboards.
As a member of the Finance Strategy and Operations team, the analyst is expected to uphold the divisionβs mission and contribute positively to a collaborative, human-centered, innovative, accountable, transparent, and inclusive culture. This position is required to be on-site, with alternative work options available as a benefit
ESSENTIAL DUTIES β May include, but not limited to the following:
Reporting, Dashboard Delivery and Support (75%)
β’ Design, develop, administer, and support HCM reports and dashboards using Oracle BI Publisher (BIP) and OTBI.
β’ Build interactive OTBI dashboards for HR, Payroll, Talent Acquisition, and executive leadership, including workforce metrics, payroll costing, recruiting pipelines, turnover, and compliance reporting.
β’ Develop complex SQL queries, data templates, and RTF layouts to support operational, analytical, and regulatory HCM reporting.
β’ Create role-based dashboards with drilldowns, prompts, KPIs, and visualizations aligned to business needs.
β’ Develop and manage scheduled, burst, and ad hoc reports ensuring accurate and timely delivery.
β’ Collaborate with HR, Payroll, and ORC functional analysts to gather and document reporting and dashboard requirements.
β’ Troubleshoot data accuracy, performance, and visualization issues in reports and dashboards.
β’ Support testing and validation of reports and dashboards during Oracle quarterly updates and HCM enhancements.
β’ Ensure all reporting and dashboards comply with university data security, FERPA, HIPAA, and role-based access controls.
β’ Provide production support through ticketing systems and incident response.
Architecture, Governance, and Continuous Improvement (15%)
β’ Serve as a subject matter expert for Oracle Cloud HCM reporting and dashboard best practices.
β’ Maintain an HCM reporting and dashboard catalog including metrics definitions, data sources, security roles, and stakeholders.
β’ Identify opportunities to standardize HR dashboards, improve performance, and reduce report duplication.
β’ Stay current on Oracle HCM analytics enhancements and roadmap updates.
Participation & Collaboration (10%)
β’ Participate in university-wide projects involving Oracle Cloud implementations, upgrades, and data initiatives.
β’ Collaborate with FSO security and leadership teams to ensure accurate and secure data access for reporting.
β’ Support change management and release planning activities related to reporting.
β’ Provide documentation and knowledge transfer to ensure continuity and supportability of reporting solutions
EDUCATION
Bachelorβs degree required. Additional job-related experience may substitute for the required education on a year-for-year basis.
EXPERIENCE
Five to seven years of relevant experience in Oracle Cloud reporting development and support, with strong emphasis on BI Publisher. Experience supporting Oracle SaaS applications is strongly preferred.
REQUIREMENT
Regular and reliable attendance at the University during regularly scheduled days and work hours is an essential function of this position.
EXPERIENCE, KNOWLEDGE, SKILLS, AND ABILITIES β The following are essential:
β’ Extensive hands-on experience with Oracle BI Publisher (BIP) for enterprise report development and support, including data templates, layouts, parameters, and bursting.
β’ Strong SQL skills for querying Oracle Cloud Fusion HCM data models, data validation, reconciliation, and troubleshooting.
β’ Demonstrated experience designing and supporting interactive dashboards using Oracle Transactional Business Intelligence (OTBI).
β’ Experience designing dashboards with KPIs, prompts, drill-downs, filters, and visualizations in user-friendly, actionable formats.
β’ Understanding of Oracle Cloud data security, role-based access controls, and compliance requirements.
β’ Ability to translate functional business requirements into scalable, maintainable, and well-documented reports and dashboards.
β’ Experience supporting production reports and dashboards, including issue resolution, root cause analysis, and performance optimization.
β’ Strong documentation and communication skills, with the ability to work effectively with both technical and non-technical stakeholders.
