Project Analyst
Engagement Type: Contract (Contract-to-Hire potential)
Location: Richmond, VA (Hybrid)
Compensation: $44-57/hr (Final compensation will be dependent on skillset and experience)
Position Overview
The Project Analyst will serve as a critical intelligence and data resource, combining business analysis and data analytics to support decision-making across the organization and its agency partners. This role is responsible for designing and building advanced Power BI dashboards, analyzing complex datasets, and developing data-driven processes and reporting structures. The ideal candidate is a curious, self-directed analyst who can understand business requirements and translate them into actionable reporting and insights.
Key Responsibilities
• Design and develop advanced Power BI dashboards and reports for executive leadership and agency stakeholders.
• Build executive-level dashboards with drill-down functionality that provide clear views of project and portfolio health.
• Write advanced Power Query (M) scripts to transform and model data from OData feeds and other enterprise data sources.
• Analyze business requirements and determine the most effective reports, dashboards, and visualizations to support decision-making.
• Build new data processes, reporting workflows, and data pipelines where none currently exist.
• Support organizational data strategy initiatives, including expanding reporting capabilities and data accessibility.
• Leverage AI tools, where available, to assist with research, reporting, and data analysis.
• Gather and document reporting requirements through stakeholder interviews and business analysis.
• Develop and maintain documentation for dashboards, data sources, and reporting processes.
• Train and support team members on Power BI dashboards and reporting solutions.
Required Qualifications
• Advanced Power BI development experience, including executive dashboards, custom visualizations, drill-through, and drill-down functionality.
• Advanced Power Query (M language) skills for data transformation and modeling.
• Strong data analytics background with the ability to translate complex data into clear, actionable insights.
• Experience working with OData feeds or other API-based data connections.
• Strong business analysis and requirements gathering skills.
• Ability to build reporting structures and data processes from the ground up with minimal supervision.
• Excellent communication skills with the ability to present technical information to non-technical audiences.
Preferred Qualifications
• Experience working within a state government environment.
• Experience with Planview or similar Project Portfolio Management (PPM) platforms.
• Familiarity with AI/ML tools and their application to data analysis and reporting.
• Business analysis experience, including process documentation and requirements gathering.
• Experience developing dashboards and reporting solutions for executive leadership.
