Project Control Head

The job is to be based full-time in Riyadh, KSA. (Must have experience working as Project Control Head/Lead for a large wireless 4G/LTE network, and must have advanced data analytics skills using Power BI) Location: Riyadh, KSA Position Objectives Lead project control processes for a nationwide wireless network implementation project spanning 5,000–10,000 sites, ensuring delivery on time, within budget, and to high-quality standards. Coordinate with internal teams, external vendors, and clients across the Middle East and beyond to drive efficient, data-driven project outcomes and operational excellence. Job Description & Responsibilities. 1. Project Planning and Control • Develop and manage an integrated project plan for a large-scale wireless network rollout, coordinating with internal teams, vendors, and suppliers across multiple countries • Lead the Project Control Department, ensuring alignment with project goals and client expectations for a 5,000–10,000 site deployment • Define clear procedures for network rollout stages (e.g., site acquisition, deployment, testing, handover) to minimise delays and rework k.2. Budget, Finance, and Asset Management • Oversee budget, finance, and asset management, ensuring cost efficiency, accurate financial reporting, and optimal resource allocation • Lead budgetary discussions, managing project finance, invoice control, and cost tracking to prevent overruns. • Implement effective change control and contract management processes to ensure compliance and flexibility 1. Data-Driven Control and Reporting • Establish robust control processes to track progress, risks, dependencies, milestones, and quality, utilising Power BI for real-time dashboards and data analytics. • Manage project databases and tracking tools, promoting automation to enhance reporting accuracy and efficiency. • Create professional presentations and dashboards using Power BI and MS Office to communicate project status to stakeholders. 1. Team Leadership and Process Optimisation. • Mentor the Project Admin and Control Team, fostering a collaborative, data-driven environment • Collaborate with the Performance and Quality Manager to establish quality assurance processes for seamless project handover to operations. • Review and optimise project processes, templates, and tools to improve efficiency and consistency. Key Performance Indicators (KPIs • Deliver the network project on time, within budget, and to client quality standards • Achieve accurate budget and asset management with minimal cost overruns • Produce high-quality dashboards and reports, ensuring stakeholder satisfaction Qualifications & Experience • Bachelor’s degree in Engineering, Telecommunications, or a related field; a Master’s degree is a plus. • Hands-On Leadership as Project Control Head (Mandatory): 15+ years of direct experience leading a Project Control Department for wireless network deployments, with Middle East or multi-country experience managing large-scale projects (5,000–10,000 sites). • Expertise in Wireless Network Rollout (Mandatory): In-depth, hands-on knowledge of all wireless network rollout stages (e.g., site acquisition, deployment, testing, handover), even if not mission-critical, ensuring seamless project execution. • Strong Financial and Asset Management Skills (Mandatory): Proven expertise in managing budgets, finance, and assets for large-scale telecom projects, with a track record of cost efficiency and precise financial reporting. • Advanced Power BI and Data Analytics Proficiency (Mandatory): Hands-on technical expertise in Power BI, visualisation, Power BI Query, and advanced data analytics, with proven ability to create impactful dashboards and presentations; data science skills are a strong advantage. • Strong knowledge of project control methodologies and tools (e.g., MS Project, Primavera) • Excellent presentation and reporting skills, with proficiency in Microsoft PowerPoint, Excel, Word, and Power BI. • Exceptional teamwork, communication, and knowledge-sharing skills, with fluency in written and spoken English. • Passion for leveraging data-driven insights to deliver high-quality network projects.
