Public Health Business Analyst Remote Public Trust Eligible Blu Omega is seeking a Public Health Business Analyst to support a federal program focused on public health data modernization. This role operates within a fully remote environment and is responsible for requirements gathering, stakeholder coordination, workflow and data flow analysis, interoperability support, documentation, and user acceptance testing activities. The position requires experience supporting public health operations, data exchange, and interoperability initiatives within a mission-driven environment. Program Overview Program: CDC public health data modernization initiative Mission overview: Supporting CDC efforts to modernize public health data exchange and interoperability for state and local public health agencies using modern health IT standards and interoperable systems Key Details Location: Remote Clearance: Public Trust Eligible Work Authorization: Responsibilities • Elicit, document, and manage business and technical requirements through interviews, workshops, and reviews with public health stakeholders and SMEs • Develop requirement artifacts such as business requirements, user stories, process maps, data flow diagrams, and acceptance criteria • Support analysis of system integrations and data flows across public health programs, laboratories, registries, and external partners • Collaborate with technical teams to translate requirements into solution designs, backlog items, and implementation plans • Contribute to test planning, test scenarios, and user acceptance testing activities in coordination with SMEs and technical staff • Assist with documentation development, including SOPs, data dictionaries, user guides, and meeting summaries • Support considerations of data quality, timeliness, reporting requirements, and reuse across public health use cases • Communicate complex technical topics clearly to non-technical audiences Required Qualifications • Bachelor’s Degree • At least 2 years of experience serving as a Business Analyst in technical projects • Knowledge of public health surveillance, epidemiology workflows, and public health operations • Ability to analyze and document workflows, system integrations, and data flows supporting surveillance and reporting use cases • Strong communication skills for technical and non-technical audiences • Collaborative mindset for working across technical delivery teams and public health stakeholders Preferred Qualifications • Working knowledge of public health data exchange and interoperability standards (e.g., HL7 v2, CDA, FHIR) • Familiarity with public health standards and artifacts • Knowledge of Generative AI and automation research methods Compensation Salary Range: $90K - $125K Final compensation is based on technical skills, experience, education, certifications, and clearance.
