End Client: State of North Carolina – Department of Health and Human Services (NCDHHS / NC FAST) Job Title: NC FAST Medicaid Reports Developer Duration: 10/27/2025 – 05/05/2026 Location: Research Triangle Park, Durham, NC (Hybrid) Position Type: Contract Interview Type: Webcam or In-Person Job Overview The North Carolina Families Accessing Services through Technology (NC FAST) program is seeking an experienced Curam Reports Developer with strong expertise in Oracle PL/SQL, Azure Synapse Analytics, and Power BI to support Medicaid reporting projects. The developer will design, build, and maintain Medicaid reporting solutions, semantic models, and dashboards to meet evolving business needs. This position will collaborate closely with NC FAST business and Medicaid teams to develop reports, resolve defects, and enhance the reporting framework. Key Responsibilities • Design, develop, and maintain Medicaid reporting solutions and data models. • Utilize Oracle PL/SQL and Azure Synapse Analytics to build robust data pipelines. • Configure and optimize data warehouses and ETL processes. • Develop, test, and maintain reports using BIRT within the IBM Curam framework. • Build analytics and dashboards using Power BI integrated with Azure Synapse. • Lead and mentor reporting developers on ETL design, error handling, and data integration best practices. • Work collaboratively with NC FAST teams to support enhancements, change requests, and backlog items. • Ensure compliance with structured system development methodologies and quality standards. Required Qualifications • 5+ years of experience in Oracle PL/SQL and Relational Database modeling. • Strong understanding of relational databases (tables, views, indexes, users, grants, etc.). • 5+ years of experience building and managing data warehouses and ETL processes (Oracle OWB, ODI, etc.). • 5+ years of experience developing large-scale web-based distributed systems. • Hands-on experience with Azure Synapse Analytics — including pipelines, SQL pools, and Spark pools. • Experience with Python, PySpark, and SparkSQL in Azure Cloud environments. • Strong knowledge of Business Intelligence tools, especially BIRT and Power BI. • Excellent ability to prioritize tasks, follow technical procedures, and work independently. Preferred Qualifications • 2+ years of experience with Business Intelligence tools (Business Objects, BIRT). • 2+ years of Data Warehouse experience. • 4+ years of experience working with the IBM Curam product. • Strong SQL and analytical skills. • Prior experience in state government or Medicaid-related systems preferred. Additional Requirements • Local candidates to North Carolina are strongly preferred. • Absences exceeding two weeks require prior approval from CAI management. • Vendors must disclose subcontracting arrangements and any offshore activities at submission. • Candidates above the bill rate of $90/hr may not be considered. • Work location will be onsite at manager’s discretion.
