Reporting & Insights Lead Portfolio Management Function (PMF) – Digital Products & Services Transformation Portfolio Location: Hybrid Working – London (Onsite access to secure / air-gapped environments required) Clearance Requirement: Active SC Clearance required Contract Type: Outside IR35 - 12 Month Initial Engagement – Note: 1st August start date Rate: £550–£625 per day This Central Government Dept is undertaking a major digital transformation programme as part of their 2030 strategy. The Digital Products & Services (DPS) Portfolio spans multiple complex, interdependent programmes delivering secure, data-driven and operationally critical digital capabilities across the organisation. To support this transformation, we are establishing a central Portfolio Management Function (PMF) to provide integrated planning, governance, supplier coordination, delivery assurance and portfolio-level oversight across a multi-supplier environment. As the Reporting & Insights Lead, you will lead on the portfolio intelligence and decision-support function providing leadership visibility, performance insight and data-driven decision support across the programme. You will effectively cover: • Portfolio insight • Executive reporting authority • Delivery intelligence function • Programme performance analyst • Early warning mechanism for leadership Overview The Reporting & Insights Lead will be responsible for delivering high-quality portfolio reporting, dashboarding and performance insight capability across the DPS Transformation Portfolio. The role will provide leadership teams with clear, data-driven visibility of portfolio health, delivery trends, risks and decision points across multiple suppliers and workstreams. Key Responsibilities • Develop and maintain portfolio dashboards, reporting packs and executive summaries • Produce weekly and monthly portfolio performance reporting • Deliver trend analysis, forecasting insight and early warning indicators • Consolidate delivery information from multiple suppliers into coherent portfolio-level views • Design meaningful KPIs, metrics and governance reporting standards • Support Quarterly Alignment Cycles (QAC) and governance forums • Maintain reporting repositories and portfolio data integrity • Work closely with PMO, Delivery and Service teams to validate delivery data • Provide actionable insight and recommendations to senior stakeholders • Support data visualisation and reporting automation initiatives Essential Experience • Strong PMO reporting and portfolio insight experience within complex transformation programmes • Experience producing executive dashboards and governance reporting • Strong Power BI, Excel and data analysis capability • Experience operating within Government or regulated environments • Strong stakeholder engagement and communication skills • Experience working across Agile / SAFe delivery environments • Ability to interpret delivery data and provide strategic insight The headline information • Active SC Clearance is mandatory • Experience of working within Government, secure or highly regulated environments is essential • Hybrid working with onsite attendance in London required – we’d expect at least 1 days per week, maybe 2. • Ability to work within secure and air-gapped delivery environments • Strong stakeholder engagement and supplier coordination capability • Experience operating within complex multi-supplier transformation programmes • Strong understanding of Agile and SAFe delivery models
