Summary Montech Inc. is currently seeking a qualified Senior Analyst (FDP) - Resource Documentation, a key personnel position within the Resource Documentation Division (FDP). Personnel shall have a thorough understanding of the processes and procedures found in AR 71-9 and Chairman, Joint Chiefs of Staff Instruction (CJCSI) 3170.01 "Operation of The Joint Capabilities Integration and Development System" (JCIDS). Personnel shall provide all relevant analysis to include the recommended DCS G-8 position on the proposed requirement. Place of Performance The Senior Analyst (FDP) - Resource Documentation shall perform duties on site at a designated government facility in the National Capital Region (NCR). Hours of Operation The Senior Analyst (FDP) - Resource Documentation will have an eight-hour workday totaling a 40-hour week, between the hours of 0700 through 1800, Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closures. Responsibilities The Senior Analyst (FDP) - Resource Documentation provides the following areas of support: Materiel Development Support: Shall have a thorough understanding of the processes and procedures found in DOD instruction 5000.2 โ€œOperation of the Defense Acquisition System. Shall also possess the staff skills needed to conduct the necessary review and analysis of acquisition documents. Database and Collaborative Program Support: Shall extract and analyze data from various databases and collaborative programs used within the DCS G-8 Army Resource Cloud (ARC): Army Equipping Enterprise System Modern (AE2S-M) and its key modules to include the LIN Available Quantities Allocation (LAQA), the Equipment Transparency Report (ETR) workspace, LIN Quantity Amounts (LQA) / Component Split Community of Interest, and Capability and Army Requirements Oversight Council (AROC) Management System (CAMS). Should also be familiar with and able to extract relevant information from the following web sites: Cloud Equipping Program (cQUIP), Army Enterprise Systems Integration Program (AESIP), Equipment Common Operating Picture (ECOP), the Force Management Web Site (FMSWeb), and cPROBE. Shall perform tasks necessary to build and deploy Business Intelligence and collaboration tools to automate manually-intensive processes within the Microsoft Office 365 tool suite, including but not limited to SharePoint, Power Aps, Power BI. Shall perform tasks necessary to build and deploy Business Intelligence Tools to support Force Development operations and reporting requirements. Reports should be created using Business Intelligence Tools. Draft timely information papers, decision papers, weekly Directorโ€™s notes, executive summarizes, briefings for Senior Army leadership, coordinate documentation as required with other Army Staff elements, Army Command (AC), Army Service Component Command (ASCC), Direct Reporting Unit (DRU), other services and DoD staff. Develop professional briefing packages, and prepare draft responses to taskers as needed. Develop professional training briefings/materials for approval no later than 30 days before presentation and in support of semi-annual AO Training Course or other briefing requirements. Assess the data collection files in AE2S reporting tools through the course of each data collection period. Other reporting tools include MS Excel and manual data collection to bridge any information gaps as identified by government leadership. Coordinate with ASA (FMC), ASA (ALT) and the Army DCS G-8 AOs. Assessments will include a quality control (QC) report using, but not limited to, available AE2S reporting tools. Assist government representatives in the analysis, design, staffing and frequency of QC reports. Maintain an accessible electronic file folder system for transparency documents and other relevant government provided documents. Files will be organized by appropriations, program and/or subject and updated continuously and reviewed with Transparency branch leadership annually. Attend and participate in each Transparency IPT meeting, monthly Transparency CoC, the quarterly Transparency General Officer Steering Committee (GOSC), and other coordination meetings unless deemed unnecessary by the Transparency branch leadership. Assist with quality control of Director Leadership Reviews and conduct quality control checks of Portfolio briefings, providing reports of analysis. Qualifications The Senior Analyst (FDP) - Resource Documentation, shall possess a minimum of a bachelorโ€™s degree in a directly related career field from an accredited college, such as Business or Engineering. Additionally, candidates must have a minimum of four (4) years of experience and expertise in Force Development or related duties. Additional qualifications: Ability to assess the data collection files in AE2S through the course of each data collection period in coordination with ASA (FMC), ASA (ALT) and the Army DCS G-8 AOs. Shall have a thorough understanding of the processes and procedures found in AR 71-9 and Chairman, Joint Chiefs of Staff Instruction (CJCSI) 3170.01 "Operation of The Joint Capabilities Integration and Development System" (JCIDS). Shall possess the staff skills needed to conduct the necessary reviews and analyses of JCIDS documents related to the functioning of the Joint Requirements Oversight Council (JROC), Joint Capabilities Board (JCB), Functional Capabilities Board (FCB), Army Requirements Oversight Council (AROC), AROC Capabilities Board (ACB), AROC Review Board (ARB), AROC Working Groups (AWG), and associated Joint and Army requirements processes. Shall prepare Division, Directorate, FD, and DCS G-8 leadership in advance of these venues. Shall provide all relevant analysis to include the recommended DCS G-8 position on the proposed requirement. Security The Senior Analyst (FDP) - Resource Documentation will be a U.S. citizen and have an active Department of Defense Secret security clearance.
