Role description
We are seeking Senior Business Solutions Analysts to provide end-to-end business and systems analysis for large-scale healthcare eligibility and enrollment technology programs. The ideal candidates will collaborate across diverse business divisions and technical teams to enhance and modernize enterprise systems supporting eligibility, plan management, customer service, and data analytics.
This is a remote role with occasional onsite meetings in Sacramento, CA. The position offers a long-term engagement with opportunities to influence statewide modernization initiatives.
Key Responsibilities
• Lead business needs analysis to identify opportunities for new or improved system solutions.
• Conduct business process re-engineering, feasibility, and trade-off analyses.
• Act as the primary liaison between business stakeholders and IT teams, translating business needs into detailed functional and technical specifications.
• Define system scope and objectives, develop business cases, and estimate project costs.
• Coordinate integration of policies, procedures, training, and data management for solution rollouts.
• Support testing activities including system, performance, and user acceptance testing (UAT).
• Oversee change management, defect resolution, and post-implementation support.
• Provide PMO-adjacent support in scheduling, documentation, financial tracking, and risk/issue management.
• Participate in Agile ceremonies (JAD, sprint planning, backlog refinement, demos, and reviews).
• Develop and execute Knowledge Transfer (KT) plans and prepare executive-level status reports.
Key Program Initiatives
• Define data migration strategies and support development of new enrollment modules using incremental software delivery.
• Apply Human-Centered Design principles to streamline plan management and customer dashboards.
• Support CRM migration to Salesforce for an integrated participant experience.
• Contribute to modernization efforts involving chatbots, data warehousing, and analytics platforms.
Required Qualifications
• 15+ years of progressive experience in Business Analysis / Business Solutions Analysis.
• Experience within Government Health & Human Services (HHS) programs such as ACA Marketplaces, Medicaid/Medi-Cal eligibility, or SNAP/TANF.
• Strong knowledge of structured analysis, SDLC, cost/benefit analysis, and lifecycle management.
• Proven success translating program policy and business rules into system requirements.
• Hands-on experience with testing, UAT coordination, and defect management at enterprise scale.
• Experience with CRM (preferably Salesforce), chatbots, data warehousing, and security/privacy compliance.
• Excellent communication and documentation skills, with the ability to deliver executive-level reports and presentations.
Preferred Qualifications
• Prior experience with state-level eligibility or enrollment systems, integrations, or modernization projects.
• Familiarity with COTS-to-custom system migrations (PCAP or equivalent).
• Background in Human-Centered Design and Agile product delivery.
Experience in managing or prioritizing product backlogs and working within Agile frameworks (Scrum, SAFe).
