Role description
Required Knowledge, Skills & Abilities
A. The data architect must possess demonstrated knowledge of:
a. Enterprise Data Warehouse (EDW) concepts and architectures.
b. Dimensional modeling (star schemas, snowflake schemas etc.)
c. Relational database design principles.
d. Data integration and data pipeline architecture.
e. Data quality, data validation, and reconciliation methodologies.
f. Metadata management and data lineage concepts.
g. Master data management and reference data strategies.
h. Cloud based data warehouse platforms (e.g., AWS, Azure, or similar.)
i. Data governance frameworks and best practices.
j. Healthcare data concepts, including Medicaid claims, eligibility, providers, encounters, or managed care data.
k. AWS, IBM Infosphere, IBM Cognos, Splunk Enterprise, Tenable, Trend Micro, Sort Site, Query Surge, Erwin, Image Trust, Semoss, SAS, PostgreSQL, Redshift, Aurora, DB Visualizer, Data Stage
B. The data architect must demonstrate the ability to:
a. Design and maintain scalable enterprise data warehouse architecture.
b. Develop logical, conceptual, and physical data models.
c. Translate business requirements into technical data designs.
d. Analyze source systems and map data into EDW structures.
e. Support data migration and modernization initiatives.
f. Review and validate vendor-created data models and database objects.
g. Identify gaps, inconsistencies and architectural risks.
h. Partner with analytics, BI, and reporting teams to ensure data usability and availability.
i. Support data governance processes, including data standards and definitions.
j. Produce clear technical documentation and architecture diagrams.
C. The data architect must have the ability to:
a. Communicate complex technical concepts to non-technical stakeholders.
b. Work independently with minimal supervision.
c. Manage multiple priorities in a fast-paced environment.
d. Collaborate across bureaus, vendors, and leadership teams.
e. Adapt to evolving business and technical requirements.
f. Support agency objectives related to data modernization and enterprise analytics.
D. Preferred Experience
a. Experience supporting Medicaid or public sector EDW implementations.
b. Experience transition EDW ownership.
c. Familiarity with CMS reporting, federal data submissions, or analytics support.
d. Experience working in hybrid vendor/state environments.
