Work Location: On-site, Baltimore, MD 21201
Telework: Permitted only at the discretion of the MSDE supervisor
Type: Contractor (W2 or 1099)
Contract Length: 5-Year Term (with 2 optional 1-year extensions)
Anticipated Start Date: March 1, 2026
Important: No third-party vendors or staffing agencies will be considered
About this Role
The selected analyst will serve as a subject matter expert and lead liaison among state agencies, county school boards, and service providers to implement a robust data governance framework. This includes driving the development of privacy policies, operationalizing security controls, ensuring compliance with data protection laws (e.g., FERPA, HIPAA, COPPA), and leading incident response and breach notification strategies.
This role is central to Marylandβs strategic mission to safeguard sensitive student and staff data while enabling responsible data use for educational innovation and accountability.
Key Responsibilities:
Lead privacy framework development and implementation across local education agencies (LEAs).
Design and maintain security and incident response protocols, including breach notification processes.
Develop and enforce standardized data processing procedures aligned with federal and state regulations.
Prepare comprehensive annual reports on student data practices, contracts, and vetting protocols.
Provide ongoing technical assistance and regulatory guidance to LEAs.
Facilitate cross-district collaboration to unify and enhance statewide data governance practices.
Minimum Qualifications:
Bachelorβs degree in a relevant field.
Minimum of 5 years of experience in data privacy, compliance, or governance roles.
Proven expertise in privacy frameworks and data protection standards (FERPA, HIPAA, COPPA, etc.).
Strong interpersonal, analytical, and communication skills.
Proficiency in Microsoft Office Suite.
Must be local to Maryland for onsite requirements.
Must pass a Maryland and Federal CJIS background check.
Preferred Qualifications
CIPP or CIPM Certification (or equivalent).
Experience conducting Privacy Impact Assessments (PIAs) and Privacy Threshold Analyses (PTAs).
Familiarity with education data systems and public-sector compliance environments.
Compensation is competitive and will be determined based on the candidateβs experience, education, and demonstrated expertise in data governance and privacy.
