Key Responsibilities
Support DoD spectrum management activities, ensuring compliance with federal regulations and DoD policies.
Generate and manage DD Form 1494 (Application for Equipment Frequency Allocation) documentation.
Review and validate spectrum certification documentation and related technical materials.
Conduct Spectrum Certification activities in support of AR 5-12 and DoD 5000.1 acquisition lifecycle requirements.
Assist in developing Spectrum Supportability Risk Assessments (SSRAs) for DoD systems and programs.
Coordinate and obtain frequency assignments for over-the-air RF testing through applicable spectrum coordination authorities.
Perform Frequency Dependent Rejection (FDR) and Frequency Distance Separation Analysis (FDSA) to evaluate compatibility with existing RF systems.
Support Host Nation Spectrum Coordination activities.
Utilize spectrum management tools and databases including:
Spectrum XXI
Host Nation Spectrum Worldwide Database Online (HNSWDO)
Joint Spectrum Data Repository (JSDR)
Stepstone
Equipment Location-Certification Information Database (EL-CID)
Ensure compliance with applicable regulatory and policy frameworks including:
NTIA Manual of Regulations and Procedures for Federal Radio Frequency Management (Redbook)
International Telecommunication Union (ITU) standards
Joint Operations in the Electromagnetic Battle Space (CJCSM 3320.01)
Required Qualifications
Education
Bachelorβs Degree in Electronics Engineering or a related technical discipline.
Eight (8) years of relevant experience may be substituted for the education requirement.
Experience
Minimum 10 years of experience with DoD spectrum management policies, certification, and documentation.
Minimum 8 years of experience preparing DD Form 1494 and reviewing detailed spectrum certification documentation.
At least 8 years of hands-on experience in RF spectrum certification and management activities.
Strong experience with communications-electronic equipment and RF operational characteristics.
Required Skills & Expertise
Deep understanding of DoD RF spectrum policies and spectrum certification processes.
Expertise in RF spectrum analysis, compatibility analysis, and electromagnetic spectrum operations.
Experience working with DoD spectrum management tools and databases.
Knowledge of RF interference analysis techniques including FDR and FDSA.
Experience supporting host nation spectrum coordination activities.
Strong analytical, documentation, and technical communication skills.
