Ground-floor leadership opportunity! Join Texas's premier water resource agency to build and lead their newly created Flood Mapping Department from the foundation up. Shape statewide flood protection strategies, manage cutting-edge hydrologic modeling programs, and make a lasting impact protecting communities across Texas.
The Team You Will Be Joining
• A brand-new Flood Mapping Department within a respected state agency dedicated to water resource management and flood resilience
• Mission-driven team of water science and engineering experts administering billions in state and federal infrastructure funding
• Collaborative environment focused on innovative solutions to Texas's most pressing water and flood challenges
• Direct report to the Manager of Flood Mapping Department with extensive autonomy and opportunity to establish best practices from the ground up
Major Duties
• Provide senior technical leadership for floodplain modeling programs and implementation of SB3 grant funding initiatives
• Manage complex flood mapping projects, coordinate cross-functional activities, and oversee departmental staff assignments and training
• Develop and implement departmental policies, procedures, quality standards, technical guidelines, and automation techniques
• Serve as agency liaison to federal, state, local officials, elected officials, media, and public entities throughout Texas on flood mapping matters
• Review and ensure accuracy of floodplain models, scientific data management, technical reports, scopes of work, and engineering documentation
• Deliver presentations to technical and non-technical audiences; provide expert consultation on engineering matters
• Oversee contract management for flood warning systems and train staff contract managers
• Ensure exceptional customer service delivery and maintain confidentiality of sensitive information
• Manage records retention in accordance with agency procedures
What are we looking for?
• Bachelor's degree in Engineering or Physical /Natural/Environmental Sciences (emphasis in Hydrologic/Hydraulic Modeling, Surface Water Resources, or related field)
• Active Texas PE license held for minimum 5 years
• 9+ years conducting or leading surface water resources studies, floodplain management/modeling, or related work
• 3+ years of progressively responsible experience managing projects and/or supervising multi-disciplinary teams
• Strong technical writing, project management, and grant/contract administration skills
• Ability to interpret engineering documents, surveys, topographic data, and aerial photography
• Proficiency in scientific data management, analysis, and interpretation of hydrologic data
• Excellent communication skills for engaging elected officials, stakeholders, and media
• Strong organizational skills with ability to manage multiple concurrent tasks independently
• Ability to travel 15% within Texas; valid driver's license with clean driving record required
• Physical ability to perform office duties including file management ( lifting up to 30 lbs )
• Flexibility for extended hours including early mornings, evenings, and weekends when needed
• Relevant education and experience may be substituted on a year-for-year basis
Preferred Qualifications
• Graduate degree in Engineering or Physical/Natural/Environmental Sciences with relevant specialization
• Hands-on experience developing and applying hydrologic/hydraulic models using HEC-HMS, HEC-RAS, or comparable platforms
• Experience with two-dimensional, unsteady, or other complex hydraulic models and automation techniques
• FEMA flood hazard mapping and Base Level Engineering methodologies experience
• Background in flood risk assessments, damage estimations, and benefit-cost analysis
• Skills in flood analytics including data analysis, visualization, and communication
• Experience developing flood modeling policies and guidelines for communities or government agencies
• Flood mitigation planning, modeling, and design solutions experience
• Certified Floodplain Manager (CFM) designation
• Experience training and mentoring technical staff
