Role description
Position Overview
We are seeking an experienced ArcGIS Geospatial Architect & Governance Lead to design, develop, and oversee enterprise GIS solutions that support Medicaid and CHIP client/provider analytics. This role combines technical expertise in Esri ArcGIS with leadership in geospatial governance, data integration, and health-related program delivery. The architect will guide strategy, architecture, and governance frameworks while ensuring compliance with state and federal regulations.
Key Responsibilities
Lead the design, implementation, and governance of ArcGIS-based geospatial solutions, ensuring data quality, security, and compliance.
Develop and maintain enterprise geospatial data architectures, workflows, and metadata standards.
Collaborate with cross-functional teams, external partners, and stakeholders to align business needs with technical solutions.
Oversee GIS datasets covering demographic, socioeconomic, and health program data, ensuring completeness and accuracy.
Mentor GIS analysts and developers on best practices for spatial analysis, web mapping, and visualization.
Act as a single point of contact for IT/GIS initiatives, enforcing governance and documentation standards.
Conduct advanced spatial analyses to inform public health initiatives and provide insights to leadership.
Prepare technical reports, dashboards, and interactive web maps for stakeholders and executive teams.
Required Qualifications
Bachelorβs or Masterβs degree in Geography, GIS, Computer Science, Public Health, or related field.
7+ years of professional GIS experience, including 3+ years in a lead or architect role (preferably in health, human services, or government).
Expert-level proficiency in Esri ArcGIS (ArcGIS Pro Advanced, database management, and network analyst toolboxes).
Strong background in data governance, metadata standards, and quality assurance frameworks.
5+ years of experience with SQL Server Enterprise Geodatabases and ArcGIS tools.
5+ years of experience with Python and SQL (functions, automation, and procedures).
Demonstrated experience leading GIS solution design and stakeholder governance frameworks.
Excellent communication, technical writing, and stakeholder management skills.
Preferred Qualifications
Familiarity with Medicaid, public health, or social services programs and datasets.
Certifications in GIS (e.g., Esri Enterprise System Design Professional, Esri ArcGIS Enterprise Administration Professional, GISP).
Experience with GeoAI, LLMs, and machine learning for spatial data analysis and data extraction.
Experience integrating Snowflake Data Warehouses with ArcGIS.
Hands-on experience building custom web-based GIS applications.
Agile/Scrum project experience.
